- Combined Synopsis/Solicitation This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation, VA118-10-RQ-0044, is being issued as a request for quotation (RFQ) from the Department of Veterans Affairs, Office of Acquisition and Logistics, Technology Acquisition Center. The solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Circular 2009. The NAICS code for this procurement is 541519. Inspection and Acceptance will be at Destination. Period of Performance is 12 months, with two 12 month option periods. This RFQ is being issued as a sole source procurement to EMC Corporation for firm-fixed price contract for four (4) storage area network (SAN) engineers for on-site technical expertise in the management of the EMC SAN DMX 2000/3000/Symmetrix and Connectrix systems located at Hines, Illinois (IL), Silver Spring, Maryland (MD), and Falling Waters, West Virginia (WV) in accordance with FAR Part 6.302-1(b), only one responsible source and no other supplies or services will satisfy agency requirements. EMC Corporation retains proprietary rights in the EMC SAN DMX 2000/3000/Symmetrix and Connectrix systems technical data and computer software for the hardware located at these facilities. The knowledge of these systems and/or the training required to provide the ability to support EMC SAN systems in VA can only be obtained from the EMC Corporation, and no other type of service will satisfy the critical needs of the VA. Interested parties may identify their interest and capability to respond to the requirement. Offerors must be registered in the CCR database. Registration is free and can be completed on-line at http://www.ccr.gov/. Offerors should also complete their Online Representations and Certifications Application (ORCA) at http://orca.bpn.gov. To supplement the information above, this is not a request for competitive quotes. Firms believing that they can provide these services are encouraged to identify themselves and give written notification to the Contract Specialist. All responsible sources may submit a capability statement which shall be considered by the agency. Determination by the Government not to compete this action is based on responses to this notice is solely with the discretion of the Government. Information received will be considered solely for the purpose of determining to conduct a competitive procurement.
