Description
(i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. (ii) Solicitation Number OND-S-10-0001 is issued as a Request for Quotes (RFQ). (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-37. (iv) NAICS code 812930 applies to this acquisition. The Small Business Competitiveness Demonstration Program does not apply. (v) The Government will establish a Blanket Purchase Agreement for 43 parking garage spaces within a two-block radius of the Executive Office of the President, located at 750 17th Street, NW, Washington, DC. (vi) Requirements include the following: (1) ability of the Government to increase or decrease the number of parking spaces by written modification to the contract at any time during the period of the agreement; (2) garage space must be located within a high traffic area that is well lighted; (3) public buzzers must be on each level of the parking garage so that permit holders may contact parking lot offices for assistance; (4) procedures to allow permit holders to be escorted from the garage entrance to their cars after normal working hours; (5) ability to lock cars; (6) unlimited ability to move the vehicle in-and-out of the garage during the work day at no additional cost; (7) option for self-parking or valet services; (8) 24-hour access; (9) Contractor must provide evidence of insurance coverage. (vii) The contract term shall be from January 1, 2010 to December 31, 2010 with four (4) one-year option periods. (viii) The provision at 52.212-1, Instructions to Offerors—Commercial Items (JAN 2008), applies to this acquisition. (ix) The provision at 52.212-2, Evaluation--Commercial Items (JAN 1999), applies to this acquisition with the following evaluation criteria: One award will be made on a best value basis considering the capability to meet technical requirements and price. The Government reserves the right to make a site visit to determine technical acceptability. Vendors must be registered in CCR with the appropriate NAICS Code. (x) Vendors shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications—Commercial Items (AUG 2009), with its quote or provide the reference for the representations in ORCA at https://orca@bpn.gov (xi) The clause at 52.212-4, Contract Terms and Conditions—Commercial Items (MAR 2009), applies to this acquisition. The following additional FAR clauses shall apply: 52.217-6, Option for Increased Quantity (MAR 1989) The Government may increase the quantity of supplies called for in the Schedule at the unit price specified. The Contracting Officer may exercise the option by written notice to the Contractor within 30 calendar days. Delivery of the added items shall continue at the same rate as the like items called for under the contract, unless the parties otherwise agree. 52.217-8, Option to Extend Services (NOV 1999) The Government may require continued performance of any services within the limits and at the rates specified in the contract. These rates may be adjusted only as a result of revisions to prevailing labor rates provided by the Secretary of Labor. The option provision may be exercised more than once, but the total extension of performance hereunder shall not exceed 6 months. The Contracting Officer may exercise the option by written notice to the Contractor within 30 calendar days prior to expiration of the contract. 52.217-9, Option to Extend the Term of the Contract (MAR 2000) (a) The Government may extend the term of this contract by written notice to the Contractor within 30 calendar days prior to expiration of the contract; provided that the Government gives the Contractor a preliminary written notice of its intent to extend at least 60 calendar days before the contract expires. The preliminary notice does not commit the Government to an extension. (b) If the Government exercises this option, the extended contract shall be considered to include this option clause. (c) The total duration of this contract, including the exercise of any options under this clause, shall not exceed 60 months. The following EOP specific clauses shall apply: (1) Prohibition of Advertising of Award. The contractor shall not refer to this award in commercial advertising or similar promotions in such a manner as to state or imply that the product or services provided is endorsed, preferred, or is considered superior to other products or services by the Executive Office of the President (EOP), the Office of Administration, the Office of National Drug Control Policy, the U.S Trade Representative, or the White House. This includes advertising, or similar promotions, in all forms and electronic, broadcast, and print media. In addition, the contractor is restricted from reproducing the image(s) of the EOP or the White House in any form of commercial advertising or similar promotion. This includes images of official seals and buildings. The reproduction of official seals and the images of buildings are a matter controlled by regulation and Executive Order. (2) Restriction Against Disclosure. The contractor agrees, in the performance of this contract, to keep the information contained in the source documents or otherwise furnished by the government in the strictest confidence, said information being the sole property of the government. The contractor also agrees not to publish, reproduce or otherwise divulge such information, in whole or in part, in any manner or form, nor authorize or permit others to do so, taking reasonable measures as are necessary to restrict access to the information, while in its possession, to those employees who must have the information to perform the work required herein on a “need-to-know” basis, and agrees to immediately notify the contracting officer in writing, in the event the contractor determines, or has reason to suspect, a breach of this requirement. The contractor is responsible for ensuring all employees involved in the performance of this contract complete an “Executive Office of the President Non-Disclosure Agreement” form. The contractor shall provide the original signed statement for each employee to the contracting officer prior to each employee beginning work. Quotes shall include fixed unit prices per parking space/permit for a base year and four one-year options; description of the parking facilities including street address; security measures in place for permit holders; description of how other technical requirements will be met and any special rules and regulations of the garage; point of contact and phone number; and Contractor’s Dun and Bradstreet (Duns) Number.
