Description
This Sources Sought Synopsis announcement is intended to be utilized as a market research for Small Business concerns, under NAICS Code 336992, for a potential Multiple Award, Indefinite Delivery Indefinite Quantity (IDIQ) contract. The Naval Facilities Expeditionary Logistics Center (NFELC) U.S. Navy has a requirement for armoring the following types of equipment: Automotive Vehicles (Tactical and Commercial), Construction Equipment, Material and Weight Handling Equipment, and Special Military and Commercial Support Equipment. The Contractor shall be capable of engineering; fabrication; and installation of armor systems and sub-systems. All work shall be performed at the Contractor's facility. The contractor shall have access to classified information and have the appropriate facilities and management control to support secret levels of clearance. The armor solution shall meet Joint Chiefs of Staff definition of level IIA armor protection for non-combat vehicles, and provide a complete 360-degree protection for all vehicle occupants. The armor systems shall be based on an "A" and "B" kit design with IED underbody blast protection. The "A" kit shall consist of the frame that bears the weight of the complete armor system, armored firewall, and under body armor protection. The "B" kit shall be composed of all other armor panels, armor doors, and transparent armor. The armoring solution shall include protection for all doors, seams, firewall, windshield, windows, battery, fuel tank, rear areas, overhead/roof, flooring/underbody, and all sides of the vehicle. Armoring of the undercarriage shall provide protection from blast, fragments, and injurious acceleration effects of improvised explosive devices (IED), blast mines, and/or grenades. All test requirements shall be done at an approved Department of Defense (DOD) testing facility. If adequate responses are not received from 8(a), HUBZone, Service or Disable Veteran Owned Business (SDVOSB), the acquisition may be solicited as Small Business Set-Aside. All information received shall be utilized by the Navy to facilitate the decision making process. Since this is a Sources Sought announcement; no debrief, evaluation letters, and/or results shall be issued to participants. No reimbursement shall be made for any costs associated with providing information in response to this announcement or any follow-up information requests. This notice shall not be construed as a commitment by the Government for any purpose other than the market research. Respondents shall not be notified with the results of the research. All data received in response to this Sources Sought Synopsis marked or designated as corporate or proprietary information will be fully protected from release outside the Government. After review of the responses, and if the Government plans to proceed with the acquisition, a solicitation announcement will be published on Navy Electronic Commerce Online (NECO) and Federal Business Opportunities (Fed Biz Ops). No telephone calls shall be accepted requesting a bid package or solicitation. There is no bid package or solicitation at this time. In order to protect the integrity of any future procurement, if any, that may arise from this announcement, the information regarding the technical point of contact shall not be provided and appointments for presentations will not be made. All firms possessing the capability to accomplish this requirement are invited to submit a description of their qualifications demonstrating their knowledge, experience, relevant past performance, and capabilities for production and installation of Armor solutions.
