Description
The U.S. Department of Energy (DOE) has a requirement for a Master Servicer to oversee loan servicing and monitoring by administrative agents and collateral agents appointed by lenders in connection with guaranteed loans supported by loan guarantees issued by the DOE under Title XVII of the Energy Policy Act of 2005, as amended by the American Recovery and Reinvestment Act of 2009. It is anticipated that the loan guarantees and underlying loan requiring these services will be those loan for which third party lenders (not the Federal Financing Bank) are the funding institutions. This Invitation is not subject to the Federal Acquisition Regulation and will not be funded with appropriated funds. Consistent with market practice in commercial financings, each borrower shall solely be responsible under all circumstances for paying the fees and expenses of DOE's Master Servicer pursuant to the terms and conditions of a Master Servicer Fee Letter entered into at closing betw een each Borrower and the Master Servicer in connection with its applicable guaranteed loans. Additional information on the Loan Guarantee Program, Title XVII, and loan guarantee solicitations issued to date can be found on the Loan Guarantee Program website, http://www.lgprogram.energy.gov. No telephone or email requests for the Invitation will be accepted. Firms interested in receiving a copy of the Invitation must register at the Department of Energy online procurement system known as FedConnect located at https://www.fedconnect.net/fedconnect/. No paper copies of the Invitation will be made available. Once registered, vendors must update their profile to include Department of Energy as an agency by which they wish to be notified of opportunities. Vendors can search for the opportunity within FedConnect and register as an interested party. For registration and vendor profile issues, please contact the FedConnect helpdesk at support@fedconnect.net or call 1-800-899-6665. A helpful user guide for getting started in FedConnect can be found as a PDF file on the FedConnect website at https://www.fedconnect.net/fedconnect/PublicPages/FedConnect_Ready_Set_Go.pdf.
