Description
SOURCES SOUGHT Smithsonian Institution's Office of Protection Services ("OPS") is conducting a Sources Sought survey for information purposes only. This is not a solicitation announcement and this notice does not constitute any commitment by the Smithsonian Institution. The purpose of this Sources Sought survey is to gain knowledge of potential qualified sources. Responses to this Sources Sought survey will be used by the Smithsonian Institution to make appropriate acquisition decisions. OPS has a future requirement to provide Security Post coverage in Virginia, Washington, D.C., and New York, NY. The Virginia and Washington, D.C., requirement will likely be a phased implementation that will occur during the period of April 01, 2010, to November 30, 2010 (covering from 50 to 125 security posts). The New York, NY, requirement will likely occur October 1, 2010, (covering approximately 20 security posts). BACKGROUND The Smithsonian Institution's Office of Protection Services ("OPS") protects and secures the National Collections entrusted to the Smithsonian Institution. It ensures the safety and security of staff and visitors, while permitting an appropriate level of access to collections and properties. It is IMPORTANT TO NOTE that OPS is seeking to contract for security post coverage and not for general staffing. The Contractor is required to provide uninterrupted coverage of these posts during normal museum open hours. STATEMENT OF WORK Contractor shall provide OPS with unarmed contract security staff and supervisory staff that are technically proficient and customer service oriented. The unarmed security staff services shall consist of routine fixed post and roving patrol duties; to provide customer service; and to assure safety and protection of occupants and property against injury, molestation, vandalism, theft, trespass, fire, and any other events detrimental to the security of such persons and property. Contract staff will supplement the professional armed proprietary security staff provided by OPS at designated Smithsonian Institution's ("SI") museums when they are open to the public and during special events. The Contractor must supply management and operational personnel with sufficient skills to insure that services will be performed in a professional manner. The Contractor services will be determined by OPS and may range from part-time to full time (24 hours a day, seven days a week), on-call basis, and include weekends, holidays or night duty. Personnel Quality Standards : Eligibility requirements will include (but not necessarily limited to)medical certificates, personal history statements, completed personal background investigative forms (to include completed fingerprint cards) for both Contractor's security staff and personnel who will be working on this contract shall be required. Also, Contractor's personnel must be able to successfully pass a Government Background Investigation. All personnel, supervisors, project and assistant project managers, and alternates assigned under the Contract must, at a minimum, have a favorably adjudicated Background Investigation as prescribed by the Office of Federal Investigations, Office of Personnel Management (OFI/OPM). All personnel must also have verification of eligibility for employment in the United States and comply with all state and local registration and licensing laws and regulations for security staff. Upon completion of a successful background investigation the security staff and supervisors will be issued an SI Credential that shall be worn at all times. Reserve Security Staff : The Contractor shall be required to maintain, at all times, an on-call reserve force. The reserve force should be of sufficient size to enable the Contractor to provide security post coverage in the event of scheduled or unscheduled Contract staff/personnel/employee absences (e.g. due to illness, vacation, or personal emergencies). All reserve security staff must meet the minimum qualifications standards required in this contract before working any post under this contract. Any costs associated with the reserve force shall be included in the security staff hourly rate for the base bid. Duties to be Performed: The typical duties to be performed may include, but not necessarily limited to, the following: 1. Entrance/Exit Control Post : Operate a system of personnel identification and maintain a count of staff members and visitors who leave the building as needed. 2. Roving Patrol and Fixed Posts : Make patrols and/or monitor designated areas in accordance with routes and schedules established in the Post Orders (Post Orders will be both written and provided by OPS). 3. Building Rules and Regulations : Observe building occupants and visitors for compliance with rules and regulations and respond as needed. 4. Lost and Found : When articles are found, contact an OPS Security Officer for disposition of them and assist in the submittal of a Lost and Found Report. 5. Unauthorized Access : Immediately report to OPS Security the discovery of any persons who has or is attempting to gain unauthorized access to the property or staff only areas of facilities. 6. Emergencies : In case of an emergency requiring immediate attention, the security staff will respond to the condition and summon appropriate assistance as may be required. 7. Visitor and Staff Assistance : Provide prompt and courteous service to visitors and staff requests for service, assistance and information. Temporary Additional Services Special Events : Additional services will be required to support special museum events and activities. These events are usually conducted between 1700 hours and 2200 hours for the purposes of special exhibits, fund-raisers, social and cultural gatherings, and exhibit openings. Contractor Escort Services : Additional services may be required to support security needs requiring escorts of outside contractors (usually construction/maintenance personnel employed from outside Smithsonian) during construction on the grounds and/or in the facilities of the SI. Authority and Jurisdiction : Contractor and Contractor's personnel assigned to the Contract must be able to both legally do business-in and work-in Virginia; Washington, D.C.; and/or New York, NY. PROCESS This request is to gather information from interested parties and is deemed essential as part of our collaborative, deliberate planning process for meeting the needs of OPS. Interested parties should answer the following questions and provide the requested information: 1. Have you ever provided any unarmed security services to a U.S. Government agency? If so, please state your last commitment. a. Date(s) of service provided. b. Place of Performance. 2. Have you ever provided any unarmed security services to a museum or cultural property? If so, please state your last commitment and/or your current commitment. a. Date(s) of service provided. b. Place of Performance. c. What types of security services did you provide? What training, skills and qualifications? 3. Has your company provided unarmed security guard certifications in Virginia; Washington, D.C.; and/or New York, NY? If so, state when and for whom? 4. Identify the manpower quantity, size, and type of unarmed security service operations that is usually maintained by your company. Identify the various types and levels of skills, training, and qualifications that your company offers in regards to security services. Can you easily customize these skills to specific customer needs? 5. Considering that OPS will continue to maintain a significant armed, highly trained, security officer force at all facilities, and that this contract service will be primarily a supplemental force during open museum hours, what types of skills, training, and qualifications would you recommend that would maximize post coverage and minimize cost (hourly rates)? 6. Are your company's assets owned or leased? 7. Are your unarmed security personnel full-time, part-time employees, or combination thereof? If combination, specify what percentage of the total is represented by each group (full-time and part-time). 8. Have your security services personnel successfully completed formal training in accordance with the any applicable provisions required by local regulatory guidelines; Virginia; Washington, D.C.; and New York, NY? 9. How much advance notification is required for you to provide security coverage as delineated herein? 10. Can you please supply the Smithsonian with a copy of your company's portfolio (e.g., balance sheet, income statement and statement of retained earnings)? 11. Provide company point(s) of contact and their respective address, telephone number, and e-mail address; also, provide your company status (e.g. small business, HUB Zone business, etc.). 12. In accordance with the Service Contract Act, FAR 22.1010, and (in lieu of) the required wage determination, does your company have a current collective bargaining agreement?
