- Draft Solicitation CFFM-10-SO-0082 for "Real Estate Leasing Brokerage and Consulting Services" This a REQUEST FOR INFORMATION issued by the COMMODITY FUTURES TRADING COMMISSION (CFTC) in connection with a DRAFT SOLICITATION, which is attached to this announcement. The draft solicitation is a Request for Proposals (RFP) for an anticipated contract for "Real Estate Leasing Brokerage and Consulting Services". The draft solicitation consists of three parts. Part I is the proposed Statement of Work, Part II is the additional terms and conditions that will be made part of the award document, and Part III is proposal preparation instructions and evaluation criteria. CFTC intends to conduct the procurement according to FAR Part 12 (Acquisition of Commercial Items). Award of a requirements-type contract with a 3 year base term and 7 one year options is contemplated. We invite your comments on the draft solicitation and, in particular, your response to the following questions: (1) are the requirements clearly and adequately defined and, if not, please indicate areas requiring clarification or detail; (2) are any of the "desired services" (see Statement of Work, RFP pg. 5) normally considered part of the basic services provided by broker firms; (3) are the evaluation criteria appropriate for the contemplated procurement; and (4) is CFTC's approach to evaluating offered commission rebates realistic and consistent with common commercial practices. Please provide any other comments you may have regarding the draft RFP. Additionally, if possible, please indicate whether or not you plan to submit a proposal after the final RFP is released. Please provide comments by December 3, 2009. Comments are requested in writing, and may be submitted by e-mail to wroberson@cftc.gov, or by fax to the attention of William M. Roberson on (202)418-5414. It is anticipated that the final RFP will be released in December, 2009.
