Description
The U.S. Department of Homeland Security (DHS)/FEMA, Emergency Management Institute (EMI), National Emergency Training Center (NETC) has a requirement for lodging (22 single rooms for each of three training classes which shall remain reserved at the hotel/motel until at least five days prior to each training class). The rooms must be within two miles of the National Hurricane Center, Miami, Florida. Training classes will be held during the periods January 11-15, 2010, January 22-29, 2010, and February 8-12, 2010. EMI and the National Weather Service jointly conduct hurricane preparedness training classes at the National Hurricane Center in Miami, Florida. This requirement will be set aside 100% for small businesses. The NAICS code is 721110, Hotels/Motels (not casinos), and the small business size standard is $7.0 million [average annual receipts for three preceding fiscal years]. Award of a firm-fixed price purchase order using simplified acquisition procedures is anticipated. The award will be made based on Best Value (price and evaluation factors listed below will be considered) to the government, in accordance with the following evaluation factors: hotel/motel rooms must meet minimum government criteria for safety and security; in order to permit ease of travel for course participants, the hotel/motel must be within two miles of the National Hurricane Center, due to heavy traffic congestion in Miami; room prices shall be in accordance with published Federal Travel Regulations (FTR) and cannot exceed the FTR maximum for the Miami area. Price quotes shall include any additional discounts offered by the hotel/motel in order to promote maximum competition. The Request for Quotation package HSFEEM-10-Q-0005 for this requirement will be published on the Federal Business Opportunities website about 10 days after the date this pre-solicitation announcement is published. Interested parties are responsible for accessing and downloading the RFQ package HSFEEM-10-Q-0005 from the Federal Business Opportunities website.
