Description
Performance Work Statement This is a combined synopsis/solicitation for a commercial service prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will NOT be issued. This is a Request For Quote (RFQ) and the solicitation number is F2VTJ49278A001. This acquisition is 100% set- aside for small businesses. The 6th Contracting Squadron, MacDill AFB, Florida, requires the following: DESCRIPTION OF REQUIREMENT CLIN 0001 "Brand Name or Equal" Provide 12 classes of instruction to 15 members in the 9 fundamental movements of CrossFit (squat, front squat, overhead squat, shoulder press, push press, push jerk, deadlift, sumo deadlift high pull and medicine ball clean) in accordance with the Performance Work Statement (PWS). 10 of those members will receive their Level I certification at the conclusion of training. Period of Performance: Will begin date of award (for one year) CLIN 0002 Provide 10 classes of mixed martial arts instruction in grappling, Brazilian Jiu Jitsu, and basic boxing techniques for 15 members in accordance with the PWS. Period of Performance: Will begin date of award (for one year) CLIN 0003 "Brand Name or Equal" Provide 3 classes to demonstrate the fundamentals of CrossFit for 80-100 members per class in accordance with the PWS. Period of Performance: Will begin date of award (for one year) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-37 effective 13 Nov 2009, DFARS DCN 20091019 and AFFARS AFAC 2009-1030, effective 30 Oct 2009. The North American Industry Classification System code (NAICS) is 713940, Fitness and Recreational Sports Centers. The Standard Industrial Classification (SIC) is 7991. A firm-fixed price contract will be awarded. Offerors must bid on all items. In accordance with paragraph 4.1 of the PWS, copies of certifications are required by the Short Fitness Center Director prior to contract performance and must be submitted with offers. BASIS FOR AWARD: Award will be made to the lowest price offeror that is determined to be technically acceptable. Offerors must quote on all line items. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication or protests or formal contract disputes. The ombudsman may refer the party to another official who can resolve the concern. (b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions). (d) The ombudsman has no authority to render a decision that binds the agency.
