Description
NASA/Glenn Research Center has a requirement for implementation of NASA SAA3-1019sponsored research for demonstrating a power system for driving an active modulewindow. This requirement will support the following tasks: Task 1: Analysis of testingresults from Variable Attenuation Liquid Crystal Device (VALID), power controller, andsolar cells; Task 2: Design oxide thin-film solar cells and the analysis of the testingresults from component oxide layers; Task 3: Fabrication and characterization of oxidethin-film solar cells; Task 4:Performance analysis of VALID fully integrated withcommercial solar cells and a power control unit into a 14 x 14 smart window; Task 5: Design oxide thin-film solar module for VALID; Task 6:Fabrication of oxide thin-filmsolar module and the analysis of the testing results; Task 7: Performance analysis ofthe power control unit for thin-film solar module; Task 8: Performance analysis of VALIDfully integrated with thin-film solar module and its power control unit. NASA/GRC intends to purchase the services from Ohio Aerospace Institute (OAI).Pursuantto FAR 13.106-1(b)(1), the acquisition of the referenced services are determined to beavailable from only one source.OAI has a unique combined knowledge of the synthetic chemistry, materialsanalysis/characterization and engineering, and device physics.OAI has direct knowledgeand implementation to formulate working cell design/prototypes. Knowledge of all of theabove is unique and often requires at least 4 independent research teams in chemistry,materials, device physics, and engineering. In addition, this is a follow-on effort to the previous acquisition awarded as theFabrication Technology of Advanced Materials and Devices for Energy Conversion..The Government does not intend to acquire a commercial item using FAR Part 12.See Note26.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon December 9, 2009. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.An Ombudsman has been appointed.
