Description
MARKET SURVEY - SOURCES SOUGHT SYNOPSIS: The Naval Surface Warfare Center, Port Hueneme Division (NSWC PHD) is interested in receiving information from vendors about enterprise level telephony services. All interested sources are encouraged to submit company and product literature, references and any other pertinent information for the Government's consideration. The interim North American Industry Classification System (NAICS) code assigned for this procurement is 517110; Size Standard - 1500 employees. The Government is interested in information regarding emerging technologies that merge traditional phone services, wireless technologies, cellular capabilities, and IT services to provide a cutting edge communication capability. We are seeking to improve our customer experience, to provide better help desk support, and to improve employee efficiency and effectiveness. The Government is not seeking a specific technology, but instead looking to gather information on what technologies will better serve the Government's future needs and, if possible, preserve our current equipment and infrastructure. Major components of interest include:- Converged voice and data wired/wireless IP networking, including Navy security compliance and voice/video Quality of Service (QoS)- Communication Application servers, including IP telephony applications and multi-modal messaging, that meet Navy enterprise IT standards - Wired and wireless multi-modal communication devices and embedded client software (e.g., desktop and handheld softphones)- Cross-network, federated presence, availability, and modality management servers that facilitate efficient personal communication contact across networks and device endpoints Desired discussion areas also include elements of cost (but no amounts shall be included in any of the information submitted), schedule, performance, risk, component technical readiness level (TRL) rating, required GFE/GFI. Interested organizations should respond by providing the Government the following supporting information:- Point of Contact- Address- Telephone and Fax numbers- email address- duns number- cage code and/or tax ID number- Company size category (e.g. Large, Small, Small disadvantage)- A brief summary of company's capabilities, description of facilities, personnel- Supporting information such as commercial literature, catalogs, manuals, etc. The Government will evaluate all submittals. If the Government determines that further information is necessary, the vendor will be contacted to provide a presentation. The presentation shall include a questions and answers session, and a facility walk-through, if needed. Providing information in response to this sources sought does not guarantee selection for a presentation. NOTE: Only information provided in the written submittals shall be considered. At the current time, NO FUNDING IS AVAILABLE for contractual efforts. This sources sought synopsis does not constitute an Invitation For Bid (IFB), a Request For Quote (RFQ), or a Request For Proposal (RFP) and it should not be construed as a commitment of any kind by the Government to issue a formal solicitation or ultimately award a contract. The U.S. Government is in no way liable to pay for or reimburse any companies or entities that respond to this announcement. Any costs incurred by interested companies in response to this announcement will NOT be reimbursed.
