- Project Scope: Construct Bulk Fuel Storage System at Bagram Airfield, Afghanistan. The storage system requires storage tanks for 4,164 Cubic Meters (1.1 MGallons) of fuel, pumps, filters, equipment/controls, and lines. Supporting facilities include site work, electrical, and information systems. Construct Petroleum/Oil/Lubrication (POL) operations, laboratory, and support facilities for the fuel system at Bagram Air Base. Facilities include a laboratory for conducting prescribed tests to assure that fuel products conform to military specifications, ready room for fuel operators, administrative offices, fuels control center, bathrooms and locker rooms, conference and classrooms, vehicle checkpoint and operator maintenance room, and an emergency shower/eyewash in the work area. The storage area will include warehouse space, bathroom, and office space. Antiterrorism/Forces Protection measures will be included. Supporting facilities include electric service, water, sewer, gas, paving, walks, curbs and gutters, site improvements and information systems. The magnitude of this construction project is between $10,000,000.00 and $25,000,000.00 USD. The expected contract duration is five hundred and forty (540) days. Plans and Specifications: Will be provided via electronic means. The specifications will be posted on a file transfer program (FTP) and offerors will be provided the web site and password for downloading of the documents. The solicitation will not be provided to subcontractors, suppliers, or vendors. Contracting Procedures: The solicitation will be a request for proposal (RFP). Source selection will be made using the best value trade-off process. Both non-pricing (technical) and price proposals are required. The evaluation factors with their significance and weight will be provided in the RFP. The Government may include options in the solicitation. The contract will be awarded on a firm-fixed price basis. Acquisition Time Line: Tentative date for issuance of Request for Proposal (RFP) number W912ER-10-R-0015 is 18 Dec 2009. Tentative date for receipt of proposals is 19 Jan 2010. A pre proposal conference/site visit will be scheduled during 1-10 January 2010; exact date will be promulgated with the RFP. Tentative date to award the contract is 18 Feb 2010.
