Description
RECOVERY - THIS IS NOT A REQUEST FOR QUOTATIONS. INFORMATION RECEIVED WILL BE USED FOR MARKET RESEARCH PURPOSES ONLY This Sources Sought notice is issued for information and planning purposes only. Any procurement that may result from this notice will be funded, in whole or in part by the American Reinvestment and Recovery Act of 2009 (ARRA). No solicitation is currently available, and no unsolicited proposals will be entertained as a result of this Sources Sought notice. As a result of this market research, if at least two qualified small businesses are identified the resulting competitive procurement will be conducted as a small business set-aside. The North American Industry Classification System (NAICS) code for this requirement is 541690; the small business size standard is $7 million. The National Institute of Standards and Technology (NIST) is seeking to identify those sources with the requisite qualifications and capabilities necessary to fully develop and execute a Health Information Technology (HIT) Testing Infrastructure project, as more detailed below. 1. Requirement Task Area a. Providing a variety of conformance and interoperability testing services: Define a set of services including healthcare application test agents and reference implementations, tools to validate standards, tools to generate test materials, and registries and repositories to support testing. The testing services form the basis to conduct conformance and interoperability testing of healthcare data exchange standards; b. Supporting a broad range of test environments: Support multiple testing environments including instance validation testing, isolated system testing, and peer-to-peer system testing. The testing may occur on-site or be remote; c. Supporting numerous health data exchange standards: Provide services to test health workflows that employ multiple messaging and document data exchange standards; d. Providing a component-based user interface: Provide multiple components that will enable different stakeholders to use the infrastructure in different ways; e. Enabling user customization: Enable different stakeholders to build their own instances of the testing services to support their individual needs; f. Supporting changing user requirements: Provide a framework that is modular, flexible, and expandable to meet changing stakeholder demands; and g. Providing a feedback loop to enhance the health standards: Provide a mechanism that will provide valuable feedback about the health data exchange standards and specifications. 2. Development Methodology Task Areas a. Define, develop, and scope requirements; b. Define and develop the project approach and description; c. Develop a methodology(ies) following design and software lifecycle phases; d. Define and manage organizational requirements; e. Develop framework software design and architecture; f. Perform test generation, execution, and management services; g. Provide documentation and communication; and h. Provide administrative services needed to successfully carry out the test infrastructure. HOW TO RESPOND TO THIS SOURCES SOUGHT NOTICE The following information must be included in responses to this sources sought notice: 1. Provide a clear and concise narrative of current capabilities that will meet the needs of this effort. 2. Provide your organization's information, (company name, address, business size, point of contact, telephone number, facsimile number, and electronic mail address) 3. Please identify the company's codes for NAICS. 4. Identify current General Supply Agency (GSA) contracts. NIST encourages responses from all responsible sources, including but not limited to small businesses. Interested sources that believe they possess the capabilities necessary to undertake this project should submit responses to this notice by electronic mail to Ms. Salina C.
