Description
This notice services a twofold purpose: 1) Industry Day for VA Puerto Rico National Cemetery; and 2) Sources Sought for Small Business; 1)All interested parties are invited to the Department of Veteran Affairs, Construction and Facilities Management (VA) Industry Day Forum to discuss the construction process for the VA Puerto Rico National Cemetery (Avenida Cementerio Nacional), Bayamon, Puerto Rico 00961-3887, and First, VA will host an Industry Day Forum to discuss upcoming VA Puerto Rico National Cemetery construction procurement. The Industry Day Forum is scheduled to take place at: COLEGIO DE ARQUITECTOS Y ARQUITECTOS PAISAJISTAS DE PUERTO RICO 225 DEL PARQUE STREET SANTURCE, PUERTO RICO 00912 DECEMBER 11, 2009 at 10:00 AM 4:00 PM Tentative - topics of discussion: 10:00 12:30 Scope of Project Acquisition/Procurement Requirements Small Business Participation Questions & Answer 2:00 4:00 Specifications requirements Questions & Answer Project Description: The contractor shall furnish all labor and materials to completely prepare the site for cemetery operations, including all general construction, building demolition, clearing and grubbing, alterations, roads, paving, walks, site furnishings, signage, grading, drainage, irrigation, mechanical and electrical work, earthwork, landscaping, utility systems, 6,948 double-depth concrete crypts, 370 in ground cremains, 2,910 columbaria niches, two committal service shelters, renovation of existing administration building, new public information center, new maintenance complex for Gravesite Expansion and Cemetery Improvements at Puerto Rico National Cemetery, Bayamon, Puerto Rico. The estimated cost for this project is between $20,000,000 and $50,000,000. The approximate Construction Duration will be 630 calendar days. Of those 630 days, the contractor must complete an early turnover of Section Q providing 932 pre-placed double depth concrete crypt grave sites within 180 days from the Notice to Proceed. The members of the VA project team for Industry Day are Contracting Officer Robert L. Capers; Project Manager Dann Reilly; and CSA Group Senior Architect - Edith Calzadilla; Office of Small & Disadvantaged Business Utilization (OSDBU) Representative; and Small Business Representative (Local SBA) and other VA Representatives. We look forward to your attendance. 2) Issue sources sought for certain small business to provide capability statement in accordance with the source sought announcement. Second, Department of Veterans Affairs, Office of Construction and Facilities Management (CFM), Washington, DC is issuing this Sources Sought to determine potential small, bondable, and experienced businesses such as:Service-Disabled Veteran-Owned Businesses (SDVOSB), Veteran-Owned Businesses (VOSB), 8(a) contractors, HUBZone Small Businesses, Women-Owned Small businesses (WOSB), or Small Disadvantaged Businesses (SDB) firms with regard to this upcoming acquisition for Project 871CM2028, Gravesite Expansion at the VA PUERTO RICO NATIONAL CEMETERY, BAYAMON, PR. The firm should have an approved North American Industry Classification System (NAICS) of 237990 with the size standard of $33.5 Million average annual gross revenue to be considered a small business. The firm should provide a capability statement that displays the firm capabilities and experience in this type of procurement. The capability statement should address corporate experience in same or similar type work as outline above in the Project Description above, Construction Management approach, Local Market Knowledge, and Past Performance in these areas. The firm must also show a bonding capacity of at least the minimum of the cost estimate $20,000,000.00 for construction. Respondents are requested to submit a Capability Statement that exhibits clear and convincing evidence of your firm capabilities/experiences to perform this requirement. The capability statement is not to exceed 10 pages. This sources sought notice is only for market research purposes in accordance with Federal Acquisition Regulation (FAR) Part 10. It does not constitute a solicitation and is not to be considered as a commitment by the Government. All firms responding to this sources sought notice are advised that their response to this notice is not a request that will be considered for contract award. All interested parties will be required to respond to the resultant solicitation separately from their response to this sources sought. Please submit Capability Statements via email to: Derek.Underwood2@va.gov no later than 4:00 pm EDT on December 9, 2009 and in the subject line state Puerto National Cemetery and Company Name. At this time no solicitation exists, therefore, DO NOT REQUEST A SOLICITATION package.
