Description
This is a combined synopsis/solicitation for commercial services in accordance with the formal in FAR Subpart 12.6 as supplemented with additional information included in this notice. Proposals shall be valid for a minimum of 60 days. This announcement constitutes the solicitation. The desired start date for this order is December 4 th, 2009. The NAICS code is 541513 with dollars $25M. The request for quote (RFQ) reference number is H94003-10-Q-0703. The place of performance is Defense Microelectronics Activity (DMEA), 4234 54 th Street, McClellan, CA 95652. The objective of this requirement is to purchase and install a wiring and router configuration. The contractor shall install RED, CAT 6 plenum rated, shielded network cables from the government furnished (GFE) router in rack RK1 to each of the computers listed in Table 1 and 2. All cables shall be terminated with RJ-45 jacks. Router and computer locations in the room are identified in Figure 1. All CAT 6 network cables installed under this SOW are to be placed in wire cable trays under the raised floor. The wire cable trays shall be self supported and positioned off the sub floor in such a way that all network cables runs being installed under this SOW are be kept a minimum of 6" away from all other cables and wires in the room. Cable trays shall be a minimum of 6" wide and 2" deep. The recommended layout for the trays is given in Figure 1. Note: Tables 1 and 2 identify the legend for figure 1. As the cables come up from under the floor, the 6" distance between these cables and all other network and electrical cables shall be maintained. Where possible, cables should be clearly visible from the point they leave the floor to the point they plug into the computer. Each cable shall have a minimum of 3 feet of slack at the router rack. Each cable shall have a minimum of 6 feet of slack at the computer. Excess cable shall be coiled and left visible above the floor. The contractor shall label all cables at both ends. The contractor shall remove and dispose of all cables being replaced. A 6 strand, plenum rated, fiber optic cable shall be run between rooms as shown in Figure 2. The cable shall be run from the GFE router in one room to the GFE switch in a separate room. The run is estimated at 330 feet in length. As the switch in has no fiber optic capability, the router to switch connection will require the installation of Ethernet to Fiber optic media converter at each end. The contractor shall supply necessary bridges media converters (i.e., Allied Telesis MC102XL TX to FX or equivalent). The contractor shall submit proposed designs and equipment lists for each room's wiring for approval 5 days after receipt of order. DMEA shall review and approve/disapprove the plans within 5 business days of receipt. If the plans are not approved, the contractor shall have 5 business days to address issues and resubmit the plans. The contractor shall connect all cables. IP Addresses will be identified by DMEA when the router is configured. Security configuration will include: The contractor shall configure all ports on the GFE router. The contractor shall determine an available port and verify that the patch panel cable is the correct one that leads to the intended computer; Set port to the appropriate virtual local area network (VLAN). Set and enable port security; Name the Port; Enable the port; and once connected, verify that the Media Access Control (MAC) address matches the one given to you by the contractor installing the computer. All parameters will be provided by DMEA prior to installation. Unused ports on both the router and the switch shall be set administratively down. The FOB point is destination. The contractor shall work with DMEA Information Technology administrators to test connectivity of the computers on the router and the switch. Copies of Figure 1, Figure 2, Table 1, and Table 2 are available from the Contract Specialist identified below. The Service Contract Act applies to this solicitation. There will be a site visit conducted 10 Nov 2009 between the times of 10:00 am and 11:00 am. Please e-mail the Contracting Specialist below with your intention of attending the site visit in order to be allowed into the building. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisitions Circular 2005-37. The following FAR clauses apply: 52.212-1, Instructions to Offerors - Commercial; 52.212-3, Offeror Representations and Certifications - Commercial Items; 52.212-4 Contract Terms and Conditions - Commercial Items and 52.212-5, Contract Terms and Conditions required to Implement Statutes or Executive Orders-Commercial Items. DFARS clause 252.212.7001, Contract Terms and Conditions required to Implement Statutes or Executive Orders Applicable to Defense Acquisition of commercial Items. DPAS Rating is S10.
