- Subj: Obtaining lockdown capabilities during a security situation Discussion: One of the buildings at the Coast Guard Academy is eligible for listing in the National Register of Historical Buildings. The building construction consists mostly of brick exterior with lathe and plaster interior. There are 32 exterior doors providing entrance to the building. These doors include: 19 double “Total Doors”, 5 double steel doors, 4 double wood doors, 3 single steel doors and 1 store front glass door. In a security situation all doors currently require manual locking to accomplish secure lockdown of the building. Manually locking each door is undesirable and will require a significant amount of time and unnecessary exposure to security personnel. The Coast Guard Academy is seeking sources that can provide the design and installation of security controlled systems that can meet the following minimum requirements: •Ensure the exterior doors meet minimum physical security factors; ie. security glass, or no glass penetrations, battery back-up for power failures, mechanical locking capabilities if auto-lock feature fails, etc. •Provide exterior controls which would allow access through proximity/swipe card. Emphasis will be placed on using smart card technology/Military CAC card. •Ensure there is a sufficient power and network connection available to connect each door to the security system. •Provide software control system that will allow the monitoring and scheduling of access as well as provide instant lock down command to all exterior doors. Consideration should be given to the glass inserts in many of the doors, which may need to be removed to mitigate a security breach.
