- Synopsis for 2010 Census Puerto Rico Non-ID Operation SYNOPSIS Puerto Rico 2010 Non ID Operation The following Synopsis has been prepared in accordance with the format prescribed in FAR 5.207: Date: November 10 Year: 2009 Contracting Office Address: 4600 Silver Hill Rd, Suitland, MD Contracting Office Zip Code: 20746 Subject: Pre-solicitation notice of proposed contract action in reference to 2010 Census Puerto Rico Non ID Operation Proposed Solicitation Number: BOC-SYN-10-ADDC-GEO-FR-09 Anticipated Solicitation Announcement Date: November 25, 2009 Anticipated Solicitation Closing Response Time / Date: 8:00AM, January 4th, 2009 Anticipated Contract Award Date: February 1, 2010 Contractor: To Be Determined - Single Award Contract Award Dollar Amount: To Be Determined Place of Contract Performance: Census Bureau Headquarters in Suitland, MD or National Processing Center in Jeffersonville, IN. Description: The US Census Bureau intends to award a Performance-Based contract for contractor support for the 2010 Census Puerto Rico Non-ID Operation as follows: The U.S. Census Bureau is currently preparing for the Puerto Rico portion of the 2010 Non-ID Clerical Operation. The overall goal of the Non-ID Operation is to review, analyze and reconcile addresses provided by 2010 Census Respondents with address information contained in the Census Bureaus internal databases. The Puerto Rico portion of this operation focuses on the review, analysis, and reconciliation of address information contained in 2010 Census responses from residents of Puerto Rico. This operation will require the support of contracted personnel that are fluent in Spanish (specifically, the local dialect used in Puerto Rico) and have demonstrable, comprehensive, and specific first-hand local knowledge of the various addressing systems and conventions utilized throughout the island of Puerto Rico in order to perform the data entry and analysis tasks necessary to satisfy the requirements of the ensuing solicitation. These personnel will utilize the custom software, systems, and training that has been developed by the US Census Bureau to review, analyze and edit the address data collected throughout Puerto Rico during the 2010 Decennial Census. The contractor and its management personnel shall commence training and other administrative tasks upon award of the contract; however, the operation's principal activities are tentatively scheduled to run from April 1st, 2010 through August 31st, 2010. During this period of time, the daily activities of the contracted technicians / analysts may alternate between on the job training (involving the software and procedures that the government will provide) and production work. Although the final location for this operation has not been selected, it has been narrowed down to the Suitland Federal Center in Suitland, MD or the National Processing Center in Jeffersonville, IN. Contractors who are interested in submitting a response should be capable of providing the required services at either location. The Government will only consider proposals from contractors who are capable of providing qualified technicians / analysts to process 2010 Puerto Rico Non-ID cases. The staff must possess extensive knowledge of Puerto Rico addressing conventions gained via work, study or residence. Possession of the following abilities will satisfy the required knowledge: • Ability to identify the components make up a Puerto Rico address. These may include, but are not limited to, terms or components such as: §Urbanización §Condominio §Residencial §Barrio §Barriada §Sector §Parcela §Comunidad §Sección §Carretera §Ramal §KM (Kilómetro) §HM (Hectómetro) §Villa ▪ Ability to demonstrate an understanding of, and explain differences between addressing conventions found in urban, suburban, and rural areas of the Island ▪ Ability to identify which address components are more common in each of the three types of areas (urban, suburban, and rural) ▪ Ability to analyze Puerto Rico addresses and assess whether they are complete and sufficient for both location purposes (finding the unit on the ground) and mailing purposes (i.e. meets United States Postal Service standards) ▪ Ability to illustrate how Puerto Rico address components are used in conjunction with one another and which address components are typically viewed as mutually exclusive. In addition to having extensive knowledge of Puerto Rico addressing conventions, qualified personnel will possess additional technical and communication abilities as demonstrated by the following skills: ▪ Ability to use interactive applications using a personal computer (PC) and understanding geographic contained in mapping applications, such as Google Maps, MapQuest Maps, Microsoft Live Earth, etc. ▪ Experience with applications involving data entry and geographic analysis is preferable ▪ Ability to communicate verbally and in writing using both English and Spanish, including the use of local Puerto Rico dialects ▪ Ability to provide a non-technical explanation of the operation for which the respondent's cooperation is requested, thereby conveying to the respondent why the Census Bureau is requesting information ▪ Ability to assist the respondent in providing the information that is needed by the Census Bureau ▪ Ability to interpret verbal descriptions of address and housing locations To satisfy the agency's annual small business development goals, this requirement will be Set-aside to Small Businesses only. All responsible sources meeting the aforementioned requirements are invited and encouraged to respond to the solicitation notice that will be advertised on http://www.fedbizopps.gov (FBO) on November 25, 2009. The agency will consider all proposals submitted by responsible sources. Inquiries regarding the ensuing RFP will not be addressed until that time that said RFP has been announced on the FBO website.
