Description
Strategic Systems Programs (SSP) intends to issue a solicitation for Shipboard Integration (SSI) Strategic Weapon System (SWS) Navigation Subsystem Systems Design and Development (SD&D) and Electrostatically Supported Gyro Navigator (ESGN) Refresh. The solicitation will contain a base year and options. A RFP will be released on or around 1 December 2009 and will be posted to the Federal Business Opportunities (FedBizOpps.gov) website. This competition will be solicited and awarded in accordance with FAR Part 15 for Full and Open Competition. There are no partial or total set-asides for this acquisition. The Agency intends to award this contract in mid calendar year 2010 Industry is reminded that interested offerors may register at http://www.fedbizopps.gov to receive email notification when information, solicitation and any amendments or future documents regarding this acquisition are issued and available for downloading. SSP will not directly send offerors the solicitation or any amendments. Interested parties are responsible for monitoring this site to assure that they have the most up-to-date information on the acquisition. Offerors may request the SSI Increment 4 Navigation Subsystem Specification as well as the SWS POC FOG Requirements Specification available on two Compact Disks (CD) from the Procuring Contracting Officer (PCO). Each offeror that has proper clearances and requests CDs will be given one copy of each CD. One CD will be Unclassified and the other CD Classified. The offerors may elect to pick up the CDs in Room 1154H, 2521 South Clark St., Arlington, VA 22202 or to have the CDs mailed. Requests for the CDs should be emailed to cheryl.wetzel@ssp.navy.mil. An offeror's request for CDs must provide the offeror's name, organization, mailing address, telephone number, and CAGE code and verification of a Personnel Clearance and Facility Clearance. If an offeror wishes to pick up the CDs, they must submit a visit request in accordance with the National Industrial Security Program Operating Manual (NISPOM) DoD 5220.22-M by fax (703) 601-9206 listing the security point of contact, Alfonzo Payton (SP1622) telephone (703) 601-9124. The visit request must include data on the company facility and specific individual(s) requiring access as follows: facility security clearance level, issuing Government agency, and expiration date, facility security office phone/fax numbers, facility storage level, CAGE code, and complete destination address for personnel for whom access to classified data is requested to include full name, security clearance level, issuing Government agency, expiration date, date of birth, and city/state of birth. Once a prospective offeror's "need-to-know and security clearance" is verified, the CDs will be provided. If you are planning to submit your clearance information using the Joint Personnel Adjudication System (JPAS), you need to contact the security point of contact listed above for the SMO code to gain access to their site location. Reference documents listed in the SSI Increment 4 Navigation Subsystem Specification, as well as other documentation identified in the RFP package, are available for viewing only at ARL, Penn State University, 995 Newtown Rd, Warminster, PA 18974. The documents will be made available for viewing after 16 November 2009. Offerors must submit a visit request at the Secret level to ARL in accordance with the NISPOM by fax (215) 682-4023 listing the security point of contact, Ms. M. Steenhoff (telephone (215) 682-4000). The visit request must include data on the company facility and specific individual(s) requiring access as follows: facility security clearance level, issuing Government agency, and expiration date, facility security office phone/fax numbers, facility storage level, CAGE code, and complete destination address for personnel for whom access to classified data is requested to include full name, security clearance level, issuing Government agency, expiration date, date of birth, and city/state of birth. Subsequent to sending the visit request contact Ms. M. Steenhoff to arrange specific visit dates. Once a prospective offeror's "need-to-know and security clearance" is verified, access will be approved and visit dates confirmed. Release of classified information and visit requests for foreign visitors must be made in accordance with the NISPOM. Contact Cheryl Wetzel at (703) 601-9463 for additional instructions. ARL will grant access to the reading material to foreign visitors upon written authorization to release information from SSP. Viewer access to the secure area for viewing of classified and unclassified information must comply with NISPOM. No electronic and copying devices, including cameras, cell phones, notebook and handheld computers, and PDAs, are permitted in ARL facilities. However, viewers may take handwritten notes of unclassified information only. Classified notes are prohibited. All viewers' notes shall be presented for review to the ARL designated official prior to leaving the secured area. Appropriate personnel will be available to obtain the documentation from the reference library only. ARL personnel will not be made available to answer any questions about the information or content contained in the documentation provided, about information not contained within the documentation provided, or about any other aspects or information with respect to the RFP package. Hours of operation are Monday-Friday 8:00am to 5:00pm. ARL facilities will be closed from 25 November 2009 through 27 November 2009 and from 24 December 2009 through 4 January 2010.
