Description
SINGLE PRODUCT JUSTIFICATION FORiTKO LISA Framework License and Virtual Service Emulator (VSE) 1. Procurement The name of this acquisition is the iTKO Lisa Framework License and Virtual Service Emulator (VSE), PR# xx-xx-xxxxx. 2. Program Office and Point of ContactThe requiring organization is AJP-174: Kelly Mesveskas, 609-485-4174. 3. Nature of Procurement Action The nature of this procurement action is to extend our iTKO LISA Framework License to all SWIM Implementing Programs (SIPs) and to acquire a Virtual Service Emulator (VSE) product. Today's National Airspace System (NAS) comprises myriad systems developed over time for specific purposes. Each of these interfaces is custom designed, developed, managed, and maintained individually at a significant cost to the Federal Aviation Administration (FAA). The Next Generation Air Transportation System (NextGen) relies upon a new decision construct that brings more data, systems, customers, and service providers into the process. Data will be needed at more places, for more purposes, in a timely manner, and in common formats and structures to ensure consistent use. SWIM changes this paradigm with taking a federated and distributed Service Oriented Architecture (SOA) approach. In changing this architectural approach within the NAS, the traditional testing methodology and tools are in adequate to assure testing in a rapid development, increased agility, information sharing, consolidation, compliance, standard validation and software reuse. Application development is evolving from mainframe, client/server, and browser-based systems to composite applications based on distributed component-based architecture such as SWIM. Therefore, custom developed simulators (sometimes multiple) created for development unit testing, DT&E, OT&E, and regression testing are a thing of the past. These new composite applications consist of multiple layers of different technologies, tied together by protocols and messaging standards over the Internet. The increase in flexibility gained by being able to integrate so many components is offset by an increase in the potential points of failure where these systems connect. The different technologies required to be tested in a SOA environment and provided by iTKO LISA Framework out of the box (OOTB) consists of: Web interface (HTML, HTTP, AJAX, RIA, Swing, Flash, etc.)Web Services (SOAP, WSDL, XML)Integration layers & ESB message buses (IBM MQ, TIBCO, webMethods/SoftwareAG,SAP XI/PI, Oracle/BEA, Progress Sonic, other JMS providers)SOA Governance & Management frameworks (UDDI, Registry/Repository, Policy)Business Process Management (BPM) toolsJava servers & objects (JEE/J2EE, EJB, RMI, POJO, etc.)Databases (JDBC, SQL, etc.)File systemsAnd many other flavors of custom or legacy objects that exist within the enterprise. The LISA Enterprise Framework Floating License enables the SWIM program to provide each of the SWIM Implementing Programs (SIPs) with a license to provide a consistent and cost effective test environment. This license enables each SIP to use a common test tool to perform functional testing, interoperability testing, compliance testing, regression testing and performance testing in their respective development environment, test environments and across the various domains. The LISA Virtual Server enables a SIP to easily simulate the interaction and data exchange of their service. This newly created virtual service which emulates the SIP service will then be available to clients, such as other SIPs and NNEW programs, for testing purposes without utilizing the traditional IT resources (lab equipment, lab person, schedule restraints, etc) required for traditional interoperability testing. All of the floating license will be managed by the SWIM Implementation Team at WJHTC for all SIPs (ERAM, TFM, AIM, CIWS, WMSCR, TDDS, ITWS, etc). Once a SIP has completed the necessary testing, the license may be transferred or shared with another new program. Providing the iTKO LISA Framework and VSE products to each of the SIPs, reduces costs, minimizes risk, and minimizes interoperability and compliancy issues. In addition to the SWIM Implementation Team's evaluation and past experience with using the iTKO LISA product, the following FAA organizations have also evaluated this product and feel this is the best SOA Test Tool product. Total Estimated ValueLISA Enterprise Framework license and LISA Virtual Server license are available from iTKO on the GSA Schedule from Jackpine Technologies and Immex Technologies. However, a minimum purchase of 20 licenses must be purchased in order to get the at a higher cost then quote provided directly from iTKO. Bundling all of the licenses provides a cost effective means for managing, standardizing and ensuring quality across all of the SIPs. Total cost $359,073.00
