Description
THIS IS PRE-SOLICITATION NOTICE FOR "A RECOVERY ACT PROCUREMENT" The Bruce W. Carter VA Medical Center (hereafter "The VA" or VA"), located at 1201 NW 16 St Miami, FL 33125, intends to release a restricted competitive Request for Proposals (RFP), entitled 546-09-120 Removal of Unoperative Fire/ Smoke Dampers. The current intention of the VA is to procure these services competitively amongst Service Disabled Veteran Owned Small Business (SDVOSB) set-aside. This is intended to be a competitive RFP, meaning that interested offerors shall maintain all applicable industry licenses for this project and ensure that all work is accomplished in accordance with the all applicable federal, state and local codes. The VA intends to release this RFP with competition restricted completely to SDVOSB Contractors. The applicable NAICS code will be 236220, "Construction Contractors," with an applicable small business size standard of $33.5 Million. The magnitude of the project is between $250,000.00 and $500,000.00 The Period of Performance is expected to be one hundred twenty (120) days A bid bond is required for this acquisition. Performance and payment bond will be required within 10 days of award. The VA anticipates the use of a "best value/tradeoffs" evaluation method that will include an analysis of Past Performance, Technical Expertise and Price. Past Performance and Technical Expertise are of more importance than Price. Past Performance must be of similar type and scope projects. Technical Expertise will be evaluated based on credential and qualifications of all personnel. The Request for Proposal is expected to be released on or about 1 December 2009, unless this notice is modified, the full RFP will be posted to the Government-wide Point of Entry (www.fbo.gov) sometime between that date and the end of December 2009. This is a pre-solicitation notice synopsizing an upcoming competitive solicitation to satisfy the requirements of FAR 5.201 and 5.203.
