REQUEST FOR INFORMATION INFORMATION SYSTEM AND SECURITY SUPPORT SERVICES ITC-RFI-10-0001 United States International Trade Commission Sources Sought THIS IS NOT A SOLICITATION ANNOUNCEMENT and does not constitute any commitment by the government The purpose of this announcement is to gain knowledge of potential qualified business sources opened to all parties. 1.0 INTRODUCTION 1.1 Organization and Agency Mission The United States International Trade Commission (USITC) is an independent, quasijudicial Federal Agency with broad investigative responsibilities on matters of trade. The agency investigates the effects of dumped and subsidized imports on domestic industries and conducts global safeguard investigations. The Commission also adjudicates cases involving alleged infringement by imports of intellectual property rights. The mission of the Commission is to (1) administer U.S. trade remedy laws within its mandate in a fair and objective manner; (2) provide the President, USTR, and Congress with independent analysis, information, and support on matters of tariffs, international trade, and U.S. competitiveness; and (3) maintain the Harmonized Tariff Schedule of the United States (HTS). 1.2 Agency Background The Office of Chief Information Officer (OCIO) is responsible for supporting the mission of USITC by leading the implementation of technical, management and operational security controls over Commission critical resources. OCIO is also responsible for supporting the confidentiality, availability, and integrity of the Commission's information. Moreover, the OCIO provides information technology leadership, comprehensive services, an applications support portfolio, and a sound technology infrastructure to USITC and its customers. The Office of the Information Technology Services (ITS) uses an integrated enterprise architecture, capital planning, and security governance processes to design, implement, manage, and maintain the Commission's information systems and the IT Infrastructure (Local Area Network and Wide Area network). Finally, the OCIO through its Office of Information Security and Infrastructure Management (ISIM), is primarily responsible for monitoring and supporting, System Certification & Accreditation, Federal Information Security Management Act (FISMA) compliance, Information Technology Security Engineering, Program Management Support, Identity Management, Awareness and Training Management, Incident Response and Emergency Management, Security Requirements and Analysis Planning, Privacy Act Compliance, Records Management and National Security Information handling, storage, and dissemination. 2.0 OBJECTIVE The purpose of this Request for Information (RFI) is to obtain information on prospective professional services to support the United States International Trade Commission's Office of Information Security and Infrastructure Management in its Federal compliance and security program management requirements (ISIM). ISIM is comprised of four components, FISMA, NSI, Privacy, and Records Management. The objective of the potential contract will be to support three of the aforementioned functions with Records Management being the exception. The potential offorer shall develop security related documentation and perform the systems analyses required to obtain an Authorization to Operate (ATO) for national security, business proprietary, and general information systems that will ensure compliance with: Federal Information Security Management Act (FISMA), Clinger-Cohen Act, Privacy Act of 1974, Financial Management Integrity Act, Financial Management Improvement Act, Federal Enterprise Architecture (FEA), Office of Management and Budget (OMB) M-04-04, OMB Circular A-123, Homeland Security Presidential Directive 7, Homeland Security Presidential Directive 12, OMB Circular A-130, OMB Circular A-11, National Security Directive 42, Executive Order 13356, Intelligence Reform and Terrorism Prevention Act, Federal Information Processing Standard (FIPS) 199, Federal Information Processing Standard 201, Federal Information Processing Standard 200, NIST 800 Series, National Strategy for Secure Cyberspace, OMB Information System Security Line of Business, and other applicable OMB and National Institute of Standards and Technology (NIST) series security certification and accreditation requirements for classified and unclassified information systems. The potential offorer shall implement an integrated approach to security services that supports an improved mission and IT strategic plan. The potential offorer shall provide security program support, IT security management, with consistent and repeatable service delivery in the ISIM security program administration efforts for all USITC IT systems selected by the potential COTR. 3.0 Location and Contact Person Work is to be performed in the Commission building located at 500 E Street, SW, and Washington, DC, 20436.
