Description
Introduction The National Institute of Allergy and Infectious Diseases (NIAID), National Institutes of Health (NIH), of the Department of Health and Human Services (DHHS) supports research related to the basic understanding of microbiology and immunology leading to the development of vaccines, therapeutics, and medical diagnostics for the prevention, treatment, and diagnosis of infectious and immune-mediated diseases. The NIAID, Division of Allergy, Immunology, and Transplantation (DAIT) has a requirement for the maintenance, care, breeding, and specific pathogen-free (SPF) deviation of Government owned Cynomolgus macaque (Macaca fasicularis) and Indian Rhesus macaque (Macaca mulatta) colonies. In addition, the requirement includes provision of up to approximately 300 research-aged SPF progeny a year to designated investigators within the NIAID and National Institute of Diabetes and Digestive Kidney Diseases (NIDDK) Non-human Primate Transplantation Tolerance Cooperative Study Group (NHPCSG). Description The major scope and functions to be performed by the Contractor are to operate and maintain Government-owned, breeding colonies of SPF Indian Rhesus macaque (Macaca mulatta) and multiple country-origin Cynomolgus macaque (Macaca fasicularis) (herein referred to as Rhesus macaque and Cynomolgus macaque, respectively), including; • Maintenance and care of the breeding colonies. • Establishment of directed-breeding harems. • Establishment of fully SPF colonies; • Provision of up to 300 research-aged SPF animals a year. (For purposes of this contract research-age is at least two (2) years and three (3) years for Rhesus and Cynomolgus macaques, respectively.); • Provision of genetic diversity assessment and planning; • Provision of MHC and/or MHC microsatellite typing in consultation with the Project Officer; • Provision of pedigree analysis; • Maintenance of a comprehensive animal and colony records database that shall be downloaded on a regular basis to the NIAID Bioinformatics Integration Support Contract (BISC) ImmPort database; • Maintenance of continuous full AAALAC accreditation and; • Provision for immediate culling of all confirmed newly converting, SPF-target virus positive animals from the colonies and any remaining non-SPF animals in the colony when they are no longer required. Culling may include the purchase of the non-SPF animals from the Government at a below market rate. Additional scope considerations and definitions: • Assume the colony strength is approximately 800 Indian Rhesus macaques (no known non-SPF) and 600 Cynomolgus macaques (less than 10% non-SPF). • Estimated housing requirement for the Cynomolgus macaque colonies are: corrals, field cages or similar enclosures to house approximately 10 social groups of between 25 and 50 animals each and approximately 15 social groups of between 10 and 20 animals each. All caging/housing must have individual attached containment areas with temperature-controlled heating. Estimated housing requirements for the Indian Rhesus macaque colony are: corrals, field cages, or similar enclosures to house approximately 25 groups of between 20 and 40 animals each and approximately 15 groups of less than 20 animals each. • Separate clinics for SPF and non-SPF animals are required. • The Contractor shall be financially responsible for all mortalities beyond 10% annually in each individual colony. This contract will NOT provide funds to support facility construction or renovations costs. For the purpose of this contract SPF is defined as negative for the following viruses: Simian Herpes B virus (Cercopithencine herpes virus-1, hereafter referred to as B virus), Simian immunodeficiency virus (SIV), Type D Simian Retroviruses (SRV), and Simian T-lymphotropic virus (STLV-1). SRV and STLV-1 shall be negative by PCR and serology. Additional pathogens may be added to this definition as approved and/or recommended by the Project Officer. It is anticipated that one cost reimbursement term contract will be awarded for a period of one (1) year, with the potential to exercise six (6) one-year option periods, beginning approximately September 2010. The contract will also have an option to increase the increase the level of effort. Any responsible offeror may submit a proposal which will be considered by the Agency. This RFP will be available electronically on/about November 24, 2009, and may be accessed through FedBizOpps http://www.fedbizopps.gov/. This notice does not commit the Government to award a contract. No collect calls will be accepted. No facsimile transmissions will be accepted.
