- TACOM Contracting Center- Warren intends to issue a sole source Request for Proposal under solicitation number W56HZV-10-R-0030. The objective for the TARDEC Advanced Performance Transparent Armor for Tactical Wheeled Vehicles Program is to further research, develop, and utilize specific proprietary materials that enhance ballistic performance, luminous and NVG-weighted transmission, without a significant increase in material cost. NTP Plastics, HERCULITE II Glass and STARPHIRE Ultra-Clear Glass shall be utilized under this effort. At the completion of this research and development effort, these Technology Readiness Level (TRL) 3 materials shall be matured to TRL 5. The anticipated period of performance of this effort shall be 18 months. It is the Governments intent to award cost plus fixed fee, sole source contract to PPG Industries under the authority of FAR 6.302-1. PPG Industries possesses the unique and proprietary knowledge, processes, chemistries, equipment and test facilities needed to accomplish the goals of this effort. All responsible sources may submit a capabilities statement, proposal or quotation. This notice of intent is not a request for competitive proposals. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. At time of proposal or capability statement submission, potential offerors must possess a SECRET Clearance, have possession or access to ATPD 2352P drawing DTA 184044 titled TACOM Protection Classes (classified SECRET) and show evidence of research and development of transparent armor (not just assembly). All proposals must be submitted using Army Single Face to Industry (ASFI) Bid Response System (BRS). Hard copy and email responses will not be accepted. The estimated release date of RFP W56HZV-10-R-0030 is 25 November 2009 and the estimated closing date for receipt of proposals is 28 December 2009.
