- Commercial Item, Fabric, for use in manufacturing Diplomatic Pouches/Bags for sale to the U.S. Department of State. Finished goods will be manufactured at Federal Prison Industries facility in Bruceton, WV 26525. THIS ACQUISITION IS UNRESTRICTED. A Requirements type firm fixed price contract with an EPA clause is anticipated, 3 year term. Delivery terms are FOB Destination. THIS REQUIREMENT IS NOT DOMESTIC U.S.A. HOWEVER, FAR 52.225-5 TRADE AGREEMENTS clause is applicable. Designated countries only can be a source of non U.S.A. fabric. See the Trade Agreements clause for a list of designated countries.
