- Draft SOW Sources Sought Notice for Request for Information No. DOL110RI20834 The United States Department of Labor is conducting market research for an upcoming procurement entitled “Financial Statement and Accounting Services”, for the Office of the Chief Financial Officer. This procurement requests the potential contractor to provide professional accounting services. For further information on this requirement’s background and scope of work, please refer to RFI Attachment No. DOL110RI20834, entitled “DRAFT STATEMENT OF WORK.” The anticipated solicitation for this requirement will be available on or about December 1, 2009. Hard copies of the solicitation will not be available. All contractors doing business with the Federal Government shall be registered in the Central Contractor Registration (CCR) database. The website for registration is www.ccr.gov. All qualified small businesses are invited to participate. Interested Contractors responding to this Request for Information (RFI No. DOL110RI20834) will be required to indicate their ability to fulfill all the requirements that are stipulated below: 1. Demonstrate experience in compiling financial data used in financial statements. 2. Demonstrate experience in providing technical assistance in matters related to preparing financial statements. 3. Demonstrate experience in providing advice on outstanding accounting issues and pronouncements which might affect the content, presentation or format of the financial statements. 4. Demonstrate the ability to assist in the preparation of annual and quarterly financial statements. 5. Demonstrate experience in redrafting financial statements to reflect audit findings from the current and prior years. 6. Demonstrate experience in advising and assisting on the preparation of accounting policies and procedures. 7. Demonstrate the ability to provide training to Federal staff on all aspects of financial statements compilation and related matters. 8. Demonstrate experience in providing audit liaison services, including audit resolution and responses to notifications of findings and recommendations, significant deficiencies, material weaknesses and Management Advisory Comments. 9. Demonstrate experience in providing assistance in compliance of Single Audit Act reporting and working with the Federal Audit Clearinghouse. 10. Demonstrate experience in preparing analytical procedures related to the relationship of budgetary and proprietary accounts, and researching and correcting errors identified in the analytical procedures. 11. Demonstrate the ability to prepare reconciliations between the fixed assets system and the general ledger in the accounting system. 12. Demonstrate experience in meeting compliance requirements of the Federal Management Improvement Act of 1996, the Federal Managers’ Financial Integrity Act of 1982, and the Federal Information Security Act of 2002. 13. Demonstrate the ability to perform proprietary to budgetary reconciliations. 14. Demonstrate experience in performing payroll and payroll accrual reconciliations. 15. Demonstrate experience in preparing responses to the recommendations of Association of Government Accountants on Performance and Accountability Report under the Certificate of Excellence in Accountability Reporting program. All interested parties who believe they can provide the above mentioned information are invited to submit in writing, within 15 days of the publication of this sources sought notice, a package entitled “Statement of Qualifications/Capabilities Statement” (which must include the contractor’s indication of their ability to fulfill requirements 1-15 specifically stated above). The Statement of Qualifications/Capabilities Statement package must be transmitted under a cover letter. The cover letter must cite the following information at a minimum: 1. Response to RFI No. DOL110RI20834, 2. Vendor’s Company Name, Address, Contact Person Information, 3. Vendor’s DUNS Number; and 4. Business Size Standard/Classification. The closing date for the receipt of responses is November 25, 2009, at 3:00 p.m. Eastern. Send your responses to Terry M. The government reserves the right to compete any acquisition resulting from this survey among small businesses or to make award to an 8(a) firm, based on the responses received. The sources sought notice is for planning purposes only and does not commit the Government to pay for the information requested, issue a solicitation, or award a contract. No solicitation document exists at this time.
