- This is a sources sought notice. This announcement is for market research and preliminary planning purposes. No proposals are being requested or accepted in response to this notice. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED AS A RESULT OF THIS NOTICE. No reimbursement will be made for any costs associated with providing information in response to this notice or any follow up information requests. The U.S. Department of the Treasury (Treasury) requires services to support the Freedom of Information Act (FOIA) operations. These services include assistance responding to discovery requests, FOIA requests, requests for records from the Congressional Oversight Panel, Congressional Committees having oversight jurisdiction, and similar requestors. Although many Treasury documents contain sensitive data that must be protected from disclosure, a concurrent objective is to promote Treasury program transparency by making all records that can be totally or partially publicly released readily accessible via an on-line electronic reading room or similar methods. The requirement includes the following types of activities: • Examine case files to determine issues related to sufficiency of evidence and prepare documentation to support FOIA requests; • Prepare administrative documentation for active case files; • Apply legal precedents involving active case files; and • Examine and evaluate information in case files, for case litigation worthiness and appropriate legal citations. Interested contractors should be familiar with processing procedures and laws pertaining to FOIA and have demonstrated experience in the field. The purpose of this notice is to gain knowledge of potential interest and capabilities and qualifications of prospective offerors for this requirement. Treasury is particularly interested in understanding the capabilities and qualifications of interested small business concerns, including woman and minority-owned small businesses, and services-disabled veteran-owned small businesses (SDVOSB). Interested vendors are requested to provide a written response to this notice which shall be limited to three pages. The response should include the following: 1. Vendor's name and address, point of contact, phone number, and e-mail address; 2. Vendor's small business size status, including whether the vendor is a woman-owned, minority-owned, hubzone or SDVOSB; 3. Whether the vendor is interested in working as a prime contractor or a subcontractor, or anticipates significant teaming arrangements; and 4. A description of the vendor's capabilities to meet some or all of the required services.
