Revitalize KSC High and Medium Voltage Electrical Distribution SystemsContracting Office Address NASA/John F. Kennedy Space Center, Procurement, Kennedy Space Center, FL 32899Description SOURCES SOUGHT NOTICE Revitalize KSC High and Medium Voltage Electrical Distribution Systems, Kennedy SpaceCenter, Florida. INTRODUCTION The National Aeronautics and Space Administration (NASA) at the John F. Kennedy SpaceCenter (KSC) is soliciting information about potential sources for the Revitalization ofthe KSC High and Medium Voltage Electrical Distribution Systems, Kennedy Space Center,Florida 32899. Vendors having the capabilities necessary to meet or exceed the statedrequirements are invited to submit capability packages, appropriate documentation andreferences.SCOPE OF WORK THE CONTRACTOR SHALL PROVIDE THE NECESSARY RESOURCES TO:Modify 115 kV C5 Substation for Ring Bus configuration. Work includes 115 kVtransformer repair, 115 kV SF6 circuit breaker installation, air insulated bus work, andspecialized control and protection schemes. Contractor has to interface with thesupplying utility, Florida Power and Light.Replace existing relays at the 115 kV C5 and Orsino Substations with SchweitzerEngineering Laboratories, Inc. (SEL) microprocessor based electrical circuit protectionrelays and incorporate the SEL relays into the Kennedy Complex Control System (KCCS) andthe relay management systems. Work involves programming, calibration, testing,interconnecting relays to the existing KCCS and SEL relay management system for allrelays installed. Replace 13. 8 kV Launch Complex 39B medium voltage switchgear with arc-resistantswitchgear.Replace Launch Complex 39B Environmental Control System (ECS) substations including 13.8kV transformers, 480V low voltage switchgears, 480V low voltage motor control centers andother miscellaneous equipment.Replace underground 13.8 kV medium voltage feeders and ducts for both Pads A and B.Replace underground 13.8 kV medium voltage feeders and ducts for the VAB North area.The NAICS code for this procurement is 237130 with a small business size standard of$33.5M. In accordance with Federal Acquisition Regulation 36.204, Disclosure of the Magnitude ofConstruction Projects, the estimated price range is as follows: The total estimated cost of this project is in the estimated construction contract pricerange of between $5,000,000 and $10,000,000.SPECIFIC INFORMATION SOLICITED Responders to this notice are requested to submit a capability package by providing thefollowing information: 1. Business size, number of employees; ownership; whether they are large, small, smalldisadvantaged, 8(a), HUBZone, Service Disabled Veteran-Owned, and/or woman-owned. 3. Financial Capability Provide bonding capacity of your firm and the most currentBalance Sheet and Income Statement, average annual revenue for the past 3 years. 4. Experience Number of years in business and listing of relevant work performed in theprevious 3 years. Relevant work for the purposes of this Notice can be defined as, butnot limited to, the following: The contractor shall have demonstrated utility construction experience with 115 kV highvoltage utility air insulated bus type substations, high voltage transformer repair, 13.8kV medium voltage campus type underground power distribution (including vacuum switches,load-break switches, underground raceways, cable), 13.8 kV medium voltage arc-resistantmetal-clad switchgear, 480V Industrial power distribution, electrical protection(including protective relays and instrument transformers) and customized breaker andelectrical protection control systems, and associated equipment. Contractor shall haveadequate resources to work concurrently at multiple locations and perform acceleratedwork schedules to support launch operations.RESPONSE INSTRUCTIONS The requested responses are for information and planning purposes only.
