Description
RECOVERY - Assessing American Recovery and Reinvestment Act (ARRA) Outcomes: Measuring the effect of Supplemental Nutrition Assistance Program (SNAP) Participation on Food Security. This notice is provided for information purposes only. This opportunity is available only to contractors under GSA Schedule 874 Mission Oriented Business Integrated Services under Special Identification Number (SIN) 874-1 MOBIS Consulting Services. The Government anticipates awarding a fixed price task order under FAR 8.4 ordering procedures. SNAP, formerly known as the Food Stamp Program, is designed to help low-income households obtain a more nutritious diet through normal channels of trade. The SNAP caseload has been increasing and in July 2009, nearly 36 million or 1 in 9 Americans received SNAP benefits. When ARRA was implemented on April 1, 2009, it temporarily increased the maximum SNAP benefit amount or allotment by 13.6 percent. Overall, the current SNAP allotments are higher for participants than they would have been prior to the implementation of ARRA. USDA monitors food security as an ongoing measure of the effectiveness of federal nutrition assistance programs, private food assistance programs and other public-private initiatives in reducing food insecurity of low-income households. The primary purpose of this procurement is to assess the effect of SNAP participation on food security in the post-ARRA environment.
