Description
The Government requires the following: A Firm, Fixed-Price Hybrid Services type, single award contract for the Operation and Maintenance Services for the Science and Technology Research and Labs to support the Plum Island Animal Disease Center (PIADC). Place of Performance is PIADC, Orient, NY. The contract will include a base period of performance from the date of award through one year thereafter, with four one-year option periods anticipated. This requirement to be solicited as an 8(a) Competitive, Small Business Set-Aside, non-commercial services, under FAR Part 15. The Original Sources Sought Notice was issued under solicitation HSHQPD-08-R-00007. The FY10 solicitation is anticipated to be issued in the Jan-Feb 2010 timeframe. The Government anticipates awarding a contract based on Best Value to the Government, with Technical being significantly more important than past performance or price. The procurement is anticipated to be conducted using a multi-phase evaluation approach. The solicitation phase may include a Pre-Proposal Conference before initial proposals are due. Phase 1 initial proposals will be used to determine each Offeror's understanding and ability to meet the objectives of the PIADC O&M Service Requirements. It is anticipated that Offerors will provide its conceptual solution for the program via a written concept paper, to demonstrate the Offeror's comprehension of the requirements, objectives and challenges of the overall O&M program, as well as relevant experience, and estimated price. Phase 1 evaluations will be conducted to determine the most highly rated Offerors. Only the most highly rated Offerors will be invited to submit a Phase 2 proposal (down-select). Offerors that are invited to participate in Phase 2 will be provided the opportunity to perform due diligence. The Government anticipates conducting a site visit. At the conclusion of the due diligence process, the Government will request Phase 2 proposals. It is anticipated that Phase 2 Technical and Management evaluations will include an Oral Presentation by each Offeror. All 8(a), responsible sources may submit a proposal, which, if received in a timely manner, shall be considered by the Department of Homeland Security.
