Description
THIS SOURCES SOUGHT IS BEING ISSUED FOR PLANNING PURPOSES ONLY. THIS IS NOT A SOLICITATION. RESPONSES TO THIS NOTICE ARE NOT CONSIDERED AS OFFERS AND CANNOT BE ACCEPTED BY THE GOVERNMENT TO FORM A BINDING CONTRACT. THE MASSACHUSETTS NATIONAL GUARD WILL NOT BE RESPONSIBLE FOR ANY COSTS INCURRED BY INTERESTED PARTIES RESPONDING TO THIS SOURCES SOUGHT. THE INTENT OF THIS NOTICE IS TO IDENTIFY QUALIFIED SMALL BUSINESS (SB) CONCERNS, CERTIFIED 8(A), HUBZONE, AND SERVICE DISABLED VETERAN OWNED SMALL BUSINESSES (SDVOSB) CAPABLE OF PERFORMING THE REQUIREMENTS DESCRIBED BELOW. The Massachusetts National Guard is seeking eligible small business firms who are capable of providing construction services described below for the Massachusetts National Guard. The North American Industry Classification System (NAICS) code for this effort is 236220 and the Small Business Administration (SBA) size standard is $33.5 million. The service required will consist of constructing a new Joint Force Headquarters (JFHQ) Building for the Massachusetts National Guard. The Contractor will provide all labor, materials, equipment, and supervision necessary to perform all work required in strict accordance with the detailed requirements of the technical provisions. The following is a description of proposed construction: The project proposes the phased new construction of a specially designed JFHQ multi-story building of permanent masonry type construction with appropriate parking and circulation areas. The new facility is designed to be constructed in two phases. Phase I would contain approximately 114,000 square feet (sf) and Phase II contains approximately 79,000 sf. A "link" segment, constructed in Phase I, would connect the two phases of the JFHQ and would contain the elevators, main stair, lobbies and security desk. The development of the link design approach would enable Phase II to be built in the future with minimal impact on Phase I. The project would be designed to secure a Leadership in Energy and Environmental Design (LEED) "Silver" rating, at a minimum, from the US Green Building Council (USGBC). The proposed construction consists of reinforced concrete foundation and floor slab with steel framed masonry walls and a metal paneled roof system with integrated gutters. The building's structural components are designed to resist the effects of earthquake motions according to Code 1. Interior partitions, utility systems, plumbing, access flooring or other cabling system, new VFI electric switch, auxiliary power, uninterruptible power supply, fire detection and suppression, security access and surveillance, intrusion detection system, voice, data CATV cabling systems and all ceiling, floor and wall coatings and finishes. HVAC system which will be 5,000 MBH gas fired boilers, (2) 160 Ton electric water cooled chillers and air handlers with multiple zones with VAV boxes and wall mounted thermostats. The mechanical system is designed for optimized energy performance of 28%. There will be a building management system. The project will involve site improvements including roadways, parking lots, pedestrian walkways, and landscaped area and exterior site lighting. Site development will consist of the building, loading dock area, parking, utilities including electrical and communications ductwork, walkways and landscaping. Connect to existing water, sewer, electric and gas. Storm water runoff shall be collected and shall either be recharged or managed in an on-site detention basin. A solicitation, with a magnitude of $25 million to $50 million, will be issued electronically on the National Guard Contracting web site http://www.nationalguardcontracting.org. Specifications and plans will be available WHEN THE SOLICITATION IS POSTED at the Federal Business Opportunities web site at http://www.fbo.gov. Paper copies will not be available. A firm-fixed price award/contract is anticipated. Once a solicitation is posted, it is incumbent upon the interested parties to visit these sites frequently for any updates/amendments to any and all documents. THERE IS NO ANTICIPATED DATE FOR THE POSTING OF THE SOLICITATION AT THIS TIME. All prospective contractors must be registered in the Central Contractor Registration (CCR) and Online Representations and Certifications Application (ORCA) database in order to be eligible for award. Interested parties responding to this sources sought request SHALL SUBMIT THE FOLLOWING INFORMATION AT A MINIMUM: (a) A positive statement of interest to submit a proposal as a prime contractor on a future solicitation for this service; (b) Company name and address, point of contact with phone number, DUNS number and Cage Code; (c) Provide a copy of the certificate issued by the SBA of your qualifications as a HUBZone Small Business or 8(a) firm (if applicable), and a statement regarding small business designation and status; (d) Available bonding capacity and limitations of your firm per contract and in aggregate; (e) Evidence of three (3) recent experiences in work similar in type and scope to include contract numbers, project titles, dollar amounts, percent of work performed, description of work performed, and points of contact with current telephone numbers. (f) Any other pertinent company documentation, such as teaming/joint-venture agreements, etc. THIS SOURCES SOUGHT SYNOPSIS IS NOT A SOLICITATION. It is a market research tool being used to determine the availability and adequacy of potential small business sources prior to determining the method of acquisition and issuance of an award. Interested small businesses should indicate interest to the Contracting Officer, in writing as early as possible, but no later than 1:00PM on Monday, 14 December 2009. The Government will not pay any costs for responses submitted. Failure to submit all information requested may result in a contractor not being considered as an interested Small Business. All service-disabled veteran owned small businesses, certified HUBZone small businesses, and certified 8(a) small businesses are encouraged to respond. Upon review of industry response to this sources sought synopsis, the Government will determine whether set-aside acquisition in lieu of full and open competition is in the Government's best interest.
