NOTE: THIS IS NOT A SOLICITATION FOR PROPOSALS. THIS IS A SOURCES SOUGHT SYNOPSIS ONLY. This Request for Information (RFI) is for planning and informational purposes only and shall not be considered as a request for proposal or as an obligation on the part of the Government to acquire any products or services. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of contractor submission of responses to this RFI or the Government's use of such information. The Government reserves the right to reject, in whole or in part, any contractor's input resulting from this RFI. No contract will be awarded from this announcement. Pursuant to Federal Acquisition Regulations (FAR) 15.201(e), responses to this RFI are not offers and cannot be accepted by the Government to form a binding contract. This notice is an announcement seeking market information on Service Disabled Veteran Owned Small Businesses capable of providing the services as described herein. Purpose: This RFI is the initiation of market research in accordance with Federal Acquisition Regulation (FAR) Part 10 and is not a Request for Proposal (RFP). The United States Marine Corps (USMC) Marine Corps Systems Command Contracting Office is issuing this RFI, in support of Program Executive Officer Land Systems, to assess industry's capability to provide a comprehensive facilities impact assessment and report based on the proposed introduction and fielding of the Joint Light Tactical Vehicle (JLTV). The scope will encompass: Performing an in-depth assessment on the fit and conditions of sites that will store, park, operate, train, and maintain JLTV Family of Vehicles (FOV) and its associated communications equipment. Collecting and tabularizing data that characterize the dimensions, site infrastructure, site support structures (i.e. battery shed, vehicle wash racks, loading ramps, hazardous storage sheds such as battery shed's or Petroleum-Oil-Lubricants (POL) sheds, etc.) conditions, and use of proposed sites, Balancing the proposed sites' mission, location, environmental concerns in the evaluation process, with regard to the JLTV FOV functional and physical requirements for operation and maintenance. Evaluating storage for application of armor and other ancillary equipment that is part of the system's product baselines (PBLs), and Writing a detailed summary of findings that will enable the program office to make strategic decisions with regard to JLTV facilities. The Contractor shall provide experienced facilities/engineering personnel that understand how to evaluate infrastructural impacts on military installations and bases with regard to the delivery and deployment of new military tactical vehicles. The Contractor is expected to review weapon systems requirements and specifications and examine targeted facilities/installation capacity to determine facility impacts, and then document those impacts in a detailed report (e.g., Facility Study and DD 1391) that will identify what changes, if any, would be required to specific facilities / installations that will allow for the storage, parking, transport, movement, stationary and mobile training, and maintenance on/to the various JLTV FOV PBLs. Firing ranges and environmental impacts shall be explicitly reflected in the report. In addition to stating the assessment's findings, the report shall provide recommendations to correct noted impacts and the cost of those corrections. Objective: Data submitted in response to this RFI will be used to determine if there is sufficient number of qualified contractors to set a possible requirement aside on a competitive Service Disabled Veteran Owned Small Business acquisition. The Government will use responses to this notice to make the appropriate acquisition decision. The proposed solicitation will be issued in accordance with FAR Part 15, Negotiations. Interested respondents are requested to provide a Capability Statement not later than 4:00 p.m. local time on 4 December, 2009 to Mr. Randall Jewett via e-mail to: randall.jewett@usmc.mil. The Capability Statement should include general information and technical background describing your firm's experiences in contracts requiring similar efforts. Interested parties shall not submit more than 10 single-sided, type-written pages using 12-point type or larger. Published literature may be any number of pages. Request Capability Statements include the following:1. Company name, address, point of contact (POC), telephone number, fax number, e-mail address, NAICS code, and GSA schedules held, if any.2. Demonstrate ability to provide employees with skills referenced above.3. Past/Current Performance Background as it relates to the requirement as outlined in this RFI, to include:a. Contract identification number(s)b. Title and a brief summary of the objective of the effortc. Contracting agency or Company (Government or commercial) with Phone Number/Point of Contactd. Value of the contract(s)e. Type of contract(s), i.e., fixed price All responses must be in either an Adobe PDF or Microsoft Office 2003-compatible format. Proprietary Markings: Please be advised that any proprietary information must be marked as such on a page-by-page basis. The Government will not assume that any of the information provided by a respondent is proprietary unless it is conspicuously marked on a page-by-page basis. Moreover, the Government does not assume any duty to contact a respondent and inquire whether any unmarked information submitted in response to this RFI is proprietary. Submission Requirements: Responses shall be submitted electronically not later than 4:00 p.m. local time on 4 December, 2009 to Mr. Randall Jewett via e-mail to: randall.jewett@usmc.mil. All submissions received will not be returned. Telephone inquiries or replies will not be accepted.
