- This synopsis is being posted to the Federal Business Opportunities (FBO) website located at http://www.fbo.gov, the Navy Electronic Commerce on Line (NECO) website located at https://www.neco.navy.mil/, and the Naval Surface Warfare Center, Crane Division, Acquisition website located at http://www.crane.navy.mil/acquisition/homepage.htm. FBO is the primary point of entry to be used when access to synopses and solicitations from the World Wide Web is required. However, the NECO webpage as well as the Naval Surface Warfare Center, Crane Division, Acquisition webpage serve as alternatives if the FBO website is unavailable. This synopsis is for the procurement of a Hot Mockup Test Station for the Joint Helmet Mounted Cueing System (JHMCS). The Hot Mockup Test Station shall be capable of mimicking both a dual and single seat aircraft interface with the JHMCS and enable the system to be run in a laboratory environment. The Hot Mockup Test Station will be capable of connecting and verifying functionality of Line Replaceable Units (LRU's) of the JHMCS system. The contractor shall perform installation and training after delivery of the unit at NSWC Crane. This solicitation will be issued on a sole source basis to Vision Systems International (VSI), 641 River Oaks Parkway, San Jose, California. The bases for restricting competition are proprietary information and data rights owned by VSI. Required date of delivery is 15 months from award date of contract. Delivery required F.O.B. Destination: NSWC, 300 Highway 361, Crane IN 47522-5001. DPAS rating is DO-A70. Interested parties contact the POC below. The North American Industry Classification System (NAICS) Code for this procurement is 334511 and the size standard is 750 employees. The Federal Supply Class is 6650. A contract with cost plus and fixed price line items will be awarded utilizing a best value analysis. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within forty-five days after date of publication of this synopsis, will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Based upon market research, the Government is not using the policies contained in Part 12, Acquisition of Commercial Items, in its solicitation for the described supplies or services. However, interested persons may identify to the contracting officer their interest and capability to satisfy the Government's requirement with a commercial item within 15 days of this notice.
