Draft Statement of Work HHS-NIH-ORF-AECCB-SBSS-10-001 Notice Type: Sources Sought Amendment Synopsis: This Small Business Sources Sought Notice (HHS-NIH-ORF-AECCB-SBSS-10-001) is hereby amended to change the title, clarify the Construction Manager as Constructor (CMc) Scope of Services, and clarify the submission requirements of the Statements of Qualifications. Paragraphs (4) and (5) are expanded to include more specific information regarding: •the organization structure including Key Personnel information; and •the relevant experience in providing specific CMc services for successfully delivering biomedical facilities of the size and scope similar to the renovation of Building 10 F Wing on the NIH campus in Bethesda, Maryland. Task B of this project is being funded by the American Recovery and Reinvestment Act (ARRA) and will stress energy efficient buildings and sustainable design and construction that optimize energy performance, employ integrated design principles and controls, protect and conserve water, enhance indoor environmental quality, and reduce environmental impact of materials. The contract vehicle for this service is a Firm Fixed Price Indefinite Deliver Indefinite Quantity (IDIQ) contract. This procurement will cover duration of a two (2) year base and three (3) one (1) year option periods for a total of five (5) years, and the total contract award value inclusive of all option years will not exceed $190M. The Government intends to award one (1) IDIQ contract with a minimum guarantee of $2,500.00 inclusive of all five (5) years. This is a Small Business Sources Sought notice. Teaming Agreements are encouraged. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding: (1) the availability and capability of qualified small business sources; (2) whether they are small businesses; HUB Zone small businesses; service-disabled, veteran-owned small businesses; 8(a) small businesses; veteran-owned small businesses; woman-owned small businesses; or small disadvantaged businesses; and (3) their size classification relative to the North American Industry Classification System (NAICS) code 236220 – Commercial and Institutional Building Construction for the proposed acquisition. The Small Business Size is $33.5 million. Your responses to the information requested will assist the Government in determining the appropriate acquisition strategy, including whether a set-aside is possible. An organization that is not considered a small business concern under the applicable NAICS code should not submit a response to this notice. NIH will not review any submittal received from an organization that is not a small business concern. Project Description and Scope As a part of the U.S. Public Health Service under the Department of Health and Human Services, the National Institutes of Health (NIH) is the Federal Government’s primary biomedical research agency. Its mission is science in pursuit of fundamental knowledge to extend healthy life and reduce the burdens of illness and disability. The NIH is seeking to obtain the services of a Construction Manager as Constructor (CMc) at Risk. Independently, and not as an agent of the Government and upon acceptance of a Guaranteed Maximum Price (GMP), the Contractor shall provide all labor, materials, supervision, coordination, appliances, equipment, transportation, and any other element or item, as required for full and complete execution of the work in accordance with the specifications and drawings for the project. The proposed project is the renovation of the F Wing of Building 10 on the NIH campus in Bethesda, Maryland. Due to partial occupancy of some areas within the F wing, the project consists of two interrelated tasks. Task A consists of converting 64,000 gross square feet of former patient care units on F-Wing floors 2 through 5 to accommodate laboratories, lab support and administrative areas and to install new utilities infrastructure; the infrastructure work will support the renovation of the entire F-Wing and will include the installation of mechanical equipment on floors 4 and 14. ARRA-funded Task B consists of the conversion of 151,600 gross square feet of former patient care units on F-Wing floors 6 through 13, to accommodate laboratories, lab support and administrative areas; work includes the installation of mechanical equipment on floors 9, 13, and 14. Task B also includes fit-out of north corridor areas of floors 2 through 5 not constructed in Task A. The Design Documents for Tasks A and B are the responsibility of the architectural and engineering consulting firms currently under contract. NIH intends to issue a separate RFP for a Construction Quality Manager (CQM) to provide services to assist the NIH Project Officer in the supervision of the performance of the A/E and the CMc in the projects for the Building 10 Renovation. CMc Scope of Services The Government intends to negotiate a GMP utilizing approved 100% construction documents. These 100% documents will be issued with the solicitation to allow the Offeror to prepare their Guaranteed Maximum Price for the Pre-Construction and Construction Tasks. A single GMP will be required for both interrelated tasks (Task A, floors 2-5, and Task B, floors 6-13 and north corridor areas of floors 2-5). Areas adjacent to the construction will be occupied throughout the renovation Tasks. There may be a need to break out portions of the design and construction to allow for advanced procurement of long lead items. At the completion of Task A, the Government will conduct an Activation /Occupancy Task to equip and move occupants into floors 2 through 5 of the F-Wing. Portions of Task B may be concurrent with Task A, but Task B can only be completed following the Activation/Occupancy of Task A. A similar Activation / Occupancy Task will occur at the completion of Task B construction, equipping and moving occupants into floors 6 through 13. The CMc shall coordinate its activities as required with the Government’s Occupancy Tasks. The CMc shall not interrupt any of the NIH Governmental activities in the performance of his work, including the adjacent occupied hospital and biomedical research areas within Building 10 which will remain operational, throughout the construction process. For example, In the adjacent wing of Building 10 on the second floor sensitive surgeries will be conducted in Operating Rooms with utility and Joint Commission accreditation requirements, which shall be addressed and supported at all times. On the 11th floor F Wing BSL 2 infectious disease research with controlled select agents will continue to be conducted throughout the first phase of the project. Loss of control of the directional air flow, interruption of the lab vacuum system, or loss of electrical power could lead to the contamination of those working with these samples and those in adjacent spaces. During the second phase of the project, autopsies and critical analysis of patient pathology samples will be evaluated on the second and third floors of the F Wing. These spaces will be connected to the new utility systems which are under renovation for the upper floors. Loss of utilities could lead to misdiagnosis of critical surgical, patient pathology specimens. Main computer connections, which are located below the construction area in the F Wing, are critical to allow Doctors to retrieve patient data from the Clinical Data Center and to place orders for the treatment of patients. If this utility were lost, patients’ lives would be endangered. Anticipated CMc Services The CMc at Risk shall: - Prepare and implement a Project Specific Safety Plan - The CMc is responsible for safety at the construction site. - Assist the Government in problem resolution - Provide cost estimates - Recommend to the Owner, A/E and CQM a schedule for procurement of long-lead items - Prepare and maintain a Quality Control Plan (QCP) including inspection frequency and testing requirements. - Prepare a Site Utilization Plan. - Prepare a Project Specific Security Plan. - Perform a Construction Market Survey - Develop a Bid Strategy Plan - Develop lists of possible bidders and prequalify bidders. - Develop and submit for approval a Subcontractor Bid and Buy-out Plan. - Issue RFPs for; receive and analyze bids and submit to NIH for approval - Provide construction administration and management services to ensure the successful execution and completion of the construction - Provide Supervision of all construction subcontractors - Perform inspections and tests throughout the construction process in accordance with the QCP - Develop a preliminary Master Project Schedule followed by a detailed Construction Master Project Schedule. Provide monthly schedule updates. - Schedule all work, materials, labor, Sub-consultants, Government reviews to provide a completed project on time and within budget - Establish a submittal control system for processing all construction submittals, - Keep accurate and detailed written records of project progress during all stages of construction and prepare progress reports in the format and frequency required by the Government. - Provide Monthly Earned Value Cost Reports - The CMc shall provide continuous VE input from the firm’s experience and from input of sub-contractors through all Tasks of the contract. Participate in one two-day Value Engineering exercise - The Government will provide the services of a professional Commissioning Agent. The CMc shall cooperate with the Commissioning Agent and coordinate and ensure completion of all commissioning requirements by the Subcontractors, including start-up, testing, O&M manuals, training, spare parts, tools and record documents. - Maintain an up-to-date set of record Drawings and Specifications during the life of the job, including a Building Information Model (BIM). - Finalize record Drawings/Manuals, and BIM model, incorporating all “As-Built” conditions. Submit record drawings and BIM model to the Government for review and approval at the completion of the construction. ATTACHMENT: Draft Statement of Work NOTE: The attachment is provided to state the Governments needs for CMc Services for the potential renovation project. Based on the information contained in the attachment, firms are encouraged to provide the best statements of capability concerning the firm’s experience and Key Personnel experience as directed within the instructions of the synopsis. SUBMISSION OF STATEMENTS OF QUALIFICATIONS: Construction management firms with an interest in being considered for this Construction Manager as Constructor (CMc) contract shall submit the required statements of qualifications. Statement of Qualifications shall not exceed 75 single sided pages of 8/12x11 – size paper with Arial Font, 12 pitch and shall highlight the following: (1) Company information to include name, address, telephone number, email address, small business category (i.e. 8(a), HUBZone; SDVOSB), relevant NAICS Code, Duns Number; (2) Evidence from a corporate surety indicating single and aggregate bonding capacity of the prime. Firms shall have a single project bonding capacity of not less than $190M. (3) Current Experience Modification Rate rating for the offeror (including parties in a Joint Venture) (4) Describe the organization structure to include Key Personnel information and their relevance to the task described; Provide proposed project organization chart. Resumes of key personnel. The names and resumes of key personnel that are proposed for the project. The resumes shall include, or an addendum added to provide, the key personnel’s: experience relative to their position identified on the organization chart; a description of their experience with bio-medical lab construction, and years with the firm. Key personnel shall include: Project Executive Project Manger Scheduler Project Engineer Safety Inspector QC Manager Project superintendent (5A) Relevant Experience as a CMc for Comparable Bio-Medical Facilities Highlight demonstrated successful experience in providing specific CMc services as prime for a minimum of two complex biomedical research facilities of similar size and scope completed within the last ten years. For each project explain the schedule and cost controls used, a summary of the QC plan, any LEED certifications, summarize your safety plan, and electronic project management software used. For each project, provide the following, a description of the services performed, the name and point of contact, beginning and ending contract price, beginning and ending date of the project, indicate whether the work was performed as a prime contractor or subcontractor. For a project to be considered a representative Bio-medical facility of similar size and complexity, the example projects shall have the following characteristics: 150,000 GSF or larger, purpose is primarily bio-medical research, 50% of the space shall be labs and lab support of Bio-Safety Level 2 (or higher), shall have HVAC systems designed to provide directional air flow to establish proper pressure relationships to the laboratory and surrounding spaces, medical gases, and central RO/DI water systems facility shall have the capability to accommodate specialized equipment /systems such as electron and co focal microscopes, medical gases, fluorescent Activated Cell Sorter,imaging equipment, RO/DI water systems shall have participated in commissioning of the example facility including bio-containment features such as: directional air flow, fume hoods, and Class II, Type A and B bio-safety cabinet testing and certification. shall contain current Good Laboratory Practices (cGLP) labs. Each of the Offeror’s project narrative shall include how the Offeror’s representative projects comply with the qualifying elements for Bio-medical facilities. (5B) Relevant Experience as a CMc Managing Projects with the Following: (Has the Offeror had experience with the following within the last 5 years - respond to each item with yes or no. If yes, provide a brief description describing the experience and what approaches were used) Renovations within an occupied bio-medical lab facility? Renovations within a 24/7 operating hospital facility? Projects with highly limited access and site constraints such as limited staging areas, restricted delivery access, limited contractor employee parking? Projects requiring minimizing disruption of on-going programs via such means as equipment fume controls, vibration / noise controls, isolation of construction activities, and security controls? (5C) Relevant Experience as a CMc in Successfully Delivering a GMP (For each response, provide a specific project and Owner point of contact). Describe how the Offeror has worked with the Owner to buy out the GMP Describe how the Offeror has worked with the Owner in controlling costs Describe how the Offeror has worked with the Owner in assuring that projects are delivered on time. Describe how disputes are resolved with the Owner (6) Experience in utilizing BIM. Provide a description of the scope of these services. (7) Summary of current contract activities/commitments; (8) Describe your firm’s ability to link to sufficient local labor and resources to accomplish work of this nature; Firms shall submit an original (Clearly Marked) and five (5) copies.
