- NASA/KSC plans to issue a Request for Proposal (RFP) for the Engineering ServicesContract (ESC). The ESC contract provides Engineering Development of Ground Systems andEquipment; Space Flight Systems Engineering; Laboratories and Developmental ShopsOperations and Maintenance; Technology Development; and Technical Services. The majorityof ESCs Institutionally-provided support will be to the Constellation Program (CxP) andConstellation Space Transportation Program (CSTP). In addition, ESC will support SpaceShuttle Transition & Retirement, Launch Services Program (LSP), Exploration TechnologyDevelopment Program (ETDP), Center Management & Operations (CMO), the Office of the ChiefEngineer (OCE), and future programs that may be introduced. Draft Request for Proposal NNK09294259J was issued on September 30, 2009.This procurement is a full and open competition.All questions must be submitted in writing to the Contracting Officer, Mary Kiss, atMary.Kiss-2@nasa.gov.To access information regarding this procurement on-line including the documents includedin the ESC Bidders Library, offerors should refer to the ESC website athttp://esc.ksc.nasa.gov.The Government does not intend to acquire a commercial item using FAR Part 12.See Note26.The NAICS Code and Size Standard are 541330 and $27M, respectively.All responsible sources may submit an offer which shall be considered by the agency.The anticipated release date of the RFP is no earlier than December 1, 2009.An ombudsman has been appointed See NASA Specific Note B.The solicitation and any documents related to this procurement will be available over theInternet.
