- FY 2010 ARRA Construction Project: Rehabilitation, repair and improvement of existing roads and parking areas for access to recreation and public use areas through gravel overlay, chip seal, asphalt paving, edge and pothole repair, and crack sealing. Areas include the following: recreation sites at Lake Sacajawea (Ice Harbor Dam), Lake Bryan (Little Goose Dam), Lower Granite Lake, (Lower Granite Dam), and Dent Acres Campground and Grandad Road at Dworshak Reservoir. Work will be performed in the following counties: Columbia, Franklin, Garfield, Walla Walla, and Whitman Counties, Washington. Clearwater and Nez Perce Counties, Idaho. A pre-solicitation site visit will be offered at each project location. The site visits are being conducted prior to issuing the solicitation due to weather concerns in the project locations. Site visits will be held on the following dates; all times specified are local time. Ice Harbor Dam, Monday, December 7, 2009 at 9:00 a.m. Participants will meet at the Ice Harbor Visitor Center; Little Goose Dam, Tuesday, December 8, 2009 at 9:00 a.m., Participants will meet at the south side gate entrance; [NOTE: In order to see the Illia Landing portion of the Little Goose Project area, it will be necessary to also attend the Lower Granite Dam site visit.] Lower Granite Dam, Wednesday, December 9, 2009 at 9:00 a.m., Participants will meet at the Clarkston Resource Office, 100 Fair Street, Clarkston, WA 99403; Dworshak Dam, Thursday and Friday, December 10 and 11, 2009 at 9:00 a.m., Participants will meet at the Dworshak National Fish Hatchery Visitors' Parking Lot, 4147 Ahsahka Road, Ahsahka, Idaho 83520. These early site visits will be the ONLY site visits offered. Multiple awards may be made as a result of this solicitation if the Contracting Officer determines it is economically advantageous to the Government. Invitation for Bids No. W912EF-10-B-0004 will be posted to the FBO website on or about Feb 02, 2010. Bids will be due no sooner than 30 calendar days after actual solicitation issuance date. Solicitation is open to both large and small business concerns. NAICS code for this project is 237310, and the small business size standard is $33,500,000 average annual receipts. 100% performance and payment bonds will be required. Total estimated magnitude of construction for all sites combined is between $1,000,000 and $5,000,000. Magnitude of construction by individual site is as follows: Ice Harbor Project, less than $25,000; Little Goose Project, between $25,000 and $100,000; Lower Granite Project, between $250,000 and $500,000; and Dworshak Dam, between $1,000,000 and $5,000,000.
