- NASA plans to issue two Request for Proposals (RFPs) in support of NASAs IV&VFacility in Fairmont, WV. At this time, NASA anticipates issuing an RFP for IndependentVerification and Validation (IV&V) Services as a full and open competition. In addition,NASA anticipates issuing an RFP for a small business set-aside for Lead Engineering, RiskManagement and Safety and Mission Assurance Services. It is anticipated that each RFPwill result in a single, Cost Plus Award Fee (CPAF) contract. The Government does not intend to acquire a commercial item using FAR Part 12.See Note26.The NAICS Code and Size Standard for the full and open competition are 541330 and $27M,respectively. The NAICS Code and Size Standard for the small business set-aside are 541519, and $25M,respectively.The anticipated release date of the Draft RFPsis on or about January 4, 2010 withcomments due on or around February 1, 2010. An ombudsman has been appointed -- See NASA Specific Note "B".The solicitation and any documents related to this procurement will be available over theInternet. These documents will reside on a World Wide Web (WWW) server, which may beaccessed using a WWW browser application. The Internet site, or URL, for the NASA/HQBusiness Opportunities home page ishttp://prod.nais.nasa.gov/cgi-bin/eps/bizops.cgi?gr=D&pin=04 It is the offeror's responsibility to monitor the Internet site for the release of thedraft solicitation, the final solicitation and amendments (if any). Potential offerorswill be responsible for downloading their own copy of the draft solicitation, finalsolicitation and amendments (if any). Any referenced notes may be viewed at thefollowing URLs linked below. NASA is not requesting proposals at this time. Once the RFPs are released, allresponsible sources may submit an offer which shall be considered by the agency. All contractual technical questions must be submitted in writing to Karen.Smith@nasa.gov. Telephone questions will not be accepted.Program Description: The NASA IV&V Program strives to improve software safety,reliability, and quality of NASA programs and missions through effective applications ofsystems and software IV&V methods, practices, and techniques. The NASA IV&V Programapplies software engineering best practices to evaluate the correctness and quality ofcritical and complex software systems throughout the System Development Life Cycle(SDLC). The IV&V Program services are comprised of the following software engineeringservices: Architecture, System Reference Model (SRM), Validation, and Verification. Theseservices focus on detecting defects, early in a software development lifecycle for besteffect, and on identifying project risks that may negatively impact software safety,availability, quality and mission function. These services also include softwareengineering tool support, Validation and Verification Lab support, and support forengineering metrics data collection.
