Description
Solicitation Number: FA8105-10-R-0003 The proposed contract modification to contract FA8105-06-C-0008, is for supplies and services for which the 827 th Aircraft Sustainment Group (827 ACSG/PK) intends to solicit and negotiate with Northrop Grumman Defense Mission Systems Division, San Pedro California for the incorporation of Global Air Traffic Management (GATM) capability into the existing Integrated Data Annotation Recording and Mapping Systems (IDARMS ) KA-91 camera interfaces. Based on Market Research, the Government is not using the policies contained in FAR Part 12, Acquisition of Commercial Items, in its solicitation for the described services and supplies. The anticipated award is for an estimated six (6) month period of performance. The first aircraft shall be inducted on or before 01 June 2010. Specific services to fulfill this requirement shall include: Upgrading the current IDARMS by developing and integrating new software and firmware into an IDARMS configuration for the OC-135B. Ensuring all software upgrades will be accomplished IAW instructions contained in the forthcoming RFP and Air Force technical orders. Shipping and transportation for all hardware necessary for compliance with the forthcoming RFP and shall ensure all hardware and software upgrades are delivered undamaged and fully functional. INS/GPS data will be provided to the IDARMS in ARINC 429 format. The IDARMS shall be modified to process this data so that it will be utilized in the same manner as the current configuration. CARA data will be unaffected by the GATM modification. The IDARMS should accept and process the CARA data in the same manner as current operations dictate. Barometric data will be provided to the IDARMS in ARINC 429 format. The IDARMS shall be modified to process this data so that it will be utilized in the same manner as the current configuration. The mission simulator will be updated to the GATM configuration. The other additional simulator must be kept in a pre-GATM configuration so that support remains intact for the other aircraft. All IDARMS (a total of six (6) ) are required to be upgraded with the GATM configuration. Integration testing will be performed to verify compatibility. ATP, FQT, and flight tests will be required. Technical documentation updates will be required. This will include Air Force technical orders, program status documents, ELA updates (if necessary), structural substantiation documents (if applicable), MACC report, Requirements verification report, System Safety Hazard Analysis report (SSHA), Test plans and procedures, Configuration management plan, Software development plan, Software design description, Software test description, Software version description, Software test report, Interface control document. In addition, a monthly status report will be provided and delivered to the OC-135 program manager at OC-ALC 551 ACSS/GFLA. This will include problems forecast, milestones achieved, action items, problem resolutions, etc. Communication with the prime integrator (Rockwell Collins) for GATM will be essential. It is necessary to attend the ground and flight test checkout of each GATM aircraft. At such a time, test procedures will be conducted Configuration management control should be implemented from initial design phases through program completion. The USAF may at any time inspect the configuration management process to verify its functionality. All databases, plans, documents, etc. shall be complete and up to date. All assets should be accounted for to include the latest revision, location, and approval. A detailed schedule will be provided to include necessary efforts required after contract award. Any potential impacts to the current OC-135B GATM program schedule should be noted. The first aircraft is scheduled to be inducted on June 1, 2010. All design, testing, reviews, etc. shall be concluded prior to this date. During the IDARMS modification, several tests will be accomplished. In general, these three tests consist of lab testing at the Northrop Grumman facility, integrated SIL testing at the Rockwell Collins facility in Cedar Rapids, Iowa, and on aircraft testing to include both flight and ground tests. This effort shall not impact the current ongoing efforts relative to the IDARMS, DCCP and system support currently being provided by Northrop Grumman. This effort to be accomplished in a manner that does not impact OC-135B missions or required scheduled maintenance/modifications. Northrop Grumman retains all proprietary data. Industry is notified that specifications, plans, and drawings relating to the procurement described are incomplete or not available and cannot be furnished by the Government. Based on the information provided herein, it is the Government's position that Northrop Grumman is the only known firm that possesses the necessary knowledge, experience and technical data necessary to perform this effort. Therefore, the Government intends to award this effort to Northrop Grumman under the authority of FAR 6.302-1 (One Responsible Source). This notice of intent is neither a request for proposals nor a solicitation of offers. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. This synopsis is provided for informational purposes only.
