- Drawings Amendment 01 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Specifications for Rigging Services Description of Project: The U.S. Army Corps of Engineers, Philadelphia District is issuing this Request for Quote (RFQ), in support of the lengthening of the Dredge Hurley Ladder for the U.S. Army Corps of Engineers, Memphis District (CEMVM), to procure and contract all services related to movement of the existing dredging ladder, movement of the existing dredge horn sections on the floating drydock, and movement of the new dredge horn inserts from the fabrication shop into the floating drydock at the U.S. Army Corps of Engineers Ensley Engineer Yard, Memphis, Tennessee. The Government intends to award a firm fixed price contract for the rigging services. The floating drydock is 320 long, 105 wide and the wing walls are approximately 20 above the waterline. The existing Dredging Ladder is 61 long and weighs 128,800 lbs. The existing Dredge Horn Sections (2) weigh approximately 160,000 lbs each and the dimensions of each are 60x 20x 12. The new Dredge Horn Inserts (2) weigh approximately 120,000 lbs each and the dimensions of each are 486x20x12. The new Dredging Ladder is 108 long and weighs 200,000 lbs. The U.S. Army Corps of Engineers, Ensley Engineer Yard is located at 2915 Riverport Road, Memphis, TN 38109. Statement of Work: The Contractor shall perform the following tasks: A. Remove the Dredging Ladder from the Dredge Hurley in drydock and place it on a Customer owned barge. B. Move the existing Dredge Horn Sections into a position apart from the Dredge within the drydock as directed by the Customer. C. Move the new Dredge Horn Inserts from the fabrication shop and place them into position in the drydock as directed by the Customer. D. Re-position the existing Dredge Horn Sections in alignment with the new Dredge Horn Inserts and the Dredge. The Contractor shall determine a logical sequence of actions to accomplish these tasks while minimizing cost. The Contractor shall provide a narrative of how each lift and move will be accomplished complete with rigging plans and documentation required by the USACE Safety Manual. This must be approved by Marine Design Center and the COR prior to start of any work. Option (1): As an Option, if given Notice to Proceed by the COR, the Contractor shall move the new Dredging Ladder from a Customer owned barge to the drydock in proper alignment for attachment to the Dredge Hurley. Option (2): Provide additional rigging services as required to support the Government during the work on the Dredge Hurley. Services to be included are heavy forklift rentals, heavy lift mobile crane services, heavy lift rigging. Please provide daily rental rates for these services, to include personnel and equipment rates. Period of Performance: This work is scheduled to be performed between the 4th and 29th of January 2010. The Contractor will be notified at least one week prior to the required start date. The Contractor must be able to mobilize within the one week time period. If initiated, Option (1) would be scheduled 60-90 days after completion of the work described in this specification.
