Description: NOTICE OF CONTRACT ACTION (NOCA): Air Force Subscale Aerial Targets (AFSAT) BQM 167A Launch Rail System - The Air Armament Center, 308th Armament Systems Wing, 691st Armament Systems Squadron, Contracts Office, Eglin AFB FL anticipates award of a sole source contract with Composite Engineering Inc. (CEi), located at 5381 Raley Blvd, Sacramento, CA 92632 to produce launch rail systems for the BQM-167 subscale aerial target. This effort shall include the contractor performing the following activities: (a) build a launch rail system for the BQM-167 aerial target (b) integrate and install the launch rail system into the Tyndall AFB and other DoD Test and Training Range infrastructures (c) perform maintenance task analysis (d) produce maintenance and operator technical data (e) conduct maintenance and operator training. The Government does not own a technical data package and/or software data rights for the BQM-167A target system and its peculiar support equipment and therefore cannot provide this data to interested parties. The appropriate North American Industry Classification System (NAICS) code for this proposed acquisition is 33641 with a size standard of 1500 employees. The government has determined that the only way to prevent any adverse impact to critical mission activities that could result from non availability of adequate launch rails to meet operational requirements to issue a modification to the existing contract to the incumbent vendor. The government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. This synopsis neither constitutes a Request for Proposal or Invitation for Bid, nor does it restrict the government to any specific acquisition approach. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within forty-five days (thirty days if award is issued under an existing basic ordering agreement) after date of publication of this synopsis will be considered by the government. This synopsis should not be construed as a commitment by the government for any purpose. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. As directed by the Foreign Disclosure Office, Eglin AFB FL, no foreign participation shall be allowed for this effort. An Ombudsman has been appointed to address concerns of offerors or potential offerors. The Ombudsman does not diminish the authority of the program manager or contracting officer but communicates contractor concerns, issues, disagreements, and recommendations to the appropriate government personnel. When requested, the Ombudsman shall maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process. Matters of routine or administrative nature concerning this acquisition should not be addressed to the Ombudsman but rather to the Contracting points of contact identified above.
