- This modification to the Sources Sought Notice hereby provides the name of the incumbent contractor currently providing Strategic Sourcing Support Services. The current contractor performing the required services is Censeo Consulting Group; 1331 H Street, NW; Suite 600; Washington, D.C. 20005. Background: The Naval Supply Systems Command (NAVSUP) and the Fleet and Industrial Supply Center Norfolk (FISCN) are engaged in efforts to streamline and rationalize contract requirements for selected commodities and services throughout the Department of the Navy. These efforts are collectively known as Strategic Sourcing. The Government defines Strategic Sourcing as "...the collaborative and structured process of critically analyzing an organization's spending and using this information to make business decisions about acquiring commodities and services more effectively and efficiently." In particular, the team is currently evaluating sourcing opportunities within diverse areas such as furniture acquisition; program management support; and logistics support services, as well as other supplies and services. The Government is potentially seeking contractor support to assist in these efforts. Request for Information: This notice is a Request for Information (RFI) only and "NOT" a Request for Proposal (RFP). This RFI shall not be construed as a formal solicitation or an obligation on the part of the Government to acquire any product or services. It does not guarantee a subsequent solicitation will be issued. Submission of any information in response to this RFI is completely voluntary, and costs associated with any submission shall not be reimbursed by the Government. The information requested will be used by FISCN to facilitate decision making. FISCN is seeking industry responses from only Small Business Administration (SBA) certified 8(a) program participants in accordance with FAR 19.8. All information and comments relevant to industry's capabilities to provide analytical and functional support of Navy's Strategic Sourcing efforts as briefly described above. In particular, the government may seek contractor support in analyzing contract spend data; facilitation of data gathering efforts with stakeholders; develop and present strategic sourcing training, and development of contracting/project management documents (e.g., requirements documents; project charters; briefing charts; scheduling and milestone documents, etc.). The input provided will help FISCN ascertain the interest, capability, and capacity of all potential 8(a) businesses. If you are an interested business, FISCN would appreciate your assistance. In addition to any supplemental information provided please provide the following: 1)Full Name and CAGE code of business2)The name, phone number, and e-mail address of a company representative the Government may contact for additional information.3)Indicate whether interested business concern is an 8(a) program participant and provide the SBA Business Opportunity Specialist name and phone number assigned.4)Indicated if the firm is registered in the Department of Defense (DOD) Central Contractor Registration (CCR) database.5)Provide Statement of Capabilities of corporate experience and capabilities with regards to supporting Strategic Sourcing efforts at the Federal, State or local levels.6)Provide brief description of any prior experience that best illustrates your Strategic Sourcing qualifications related to contracting support and, in particular, any experience in analyzing contract spend and usage. Provide the following information for each project listed:a.Contract number and project title;b.Name of contracting activityc.Administrative Contracting Officer's name, and current telephone numberd.Contracting Officer's, Technical Representative or primary point of contact name and current telephone number;e.Contract type (e.g. cost plus, requirements, firm-fixed price, indefinite delivery / indefinite quantity, or combination);f.Period of Performance (start and completion date;g.Basic contract award amount and final contract value;h.Summary of contract work 7)Specific knowledge and experience with contracting related databases and data analysis at the Federal government level (and within the Department of Defense in particular).8)Brief discussion of challenges associated with typical Strategic Sourcing efforts and how your company can assist the government in overcoming them.9)Please provide any additional feedback you feel is relevant. The Statement of Capability (SOC) will determine the feasibility and/or basis for the Navy's decision to establish this requirement as a competitive 8(a) program participant acquisition. The SOC must be complete and sufficiently detailed to allow FISC Norfolk to determine the firm's qualifications to performed defined work. The SOC must be submitted electronically and is limited to 20 pages (including all attachments). Interested parties must submit their responses electronically to the point of contact: Darryl.richardson@navy.mil. Receipt of potential responses to all elements of this sources sought shall be received no later than the close of business (4:00 PM EST) 10 December 2009. Information gained through this RFI will be used to further define FISCN requirements. Interested parties are urged to monitor the official Government Point of Entry at www.fedbizopps.gov and NECO (http://www.neco.navy.mil/) for future announcements regarding FISCN needs. It is the responsibility of interested parties to check these sites regularly for any changes or updates. Vendors can subscribe to FedBizOpps and NECO Vendor Notification Service to receive emails notifying them of all notices for a particular solicitation number, all notices from selected organizations and product service classifications (NAICS codes) or all procurement notices. Submission:Electronic responses are required. Because this is a preliminary RFI, general marketing materials are not required. FISCN is not scheduling in-person presentations at this time.
