Description
The purpose of this Sources Sought notice is to obtain information from potential and eligible 8(a) contractors within the Small Business Administration (SBA) Region X for a Simplified Acquisition of Base Engineering Requirements (SABER) Indefinite Delivery Indefinite Quantity (IDIQ) contract. The SBA Region X consists of the states of Alaska, Idaho, Oregon and Washington. Orders placed under the contemplated contract will be for construction work on McChord Air Force Base, Fort Lewis and for the Joint Base Lewis McChord. This is not a Request for Proposal and shall not be understood as a commitment by the Government to issue a solicitation or subsequent contract. The Air Force or Government shall not be responsible for any contractor costs in responding to this Sources Sought notice. If issued, all notices, the Request for Proposal and related documents or updates will be available solely on the Federal Business Opportunities (FBO) website (https: www.fbo.gov). Interested parties are responsible for monitoring the FBO website for the posting of any solicitation or subsequent updates. Work under a SABER contracts consists of real property maintenance, repair, remodel, alteration and minor construction projects to include industrial, commercial and institutional facilities located on the present McChord AFB and Fort Lewis. Work will be provided under multiple firm-fixed-price task orders issued as provided in the parent IDIQ contract. Each task order may involve a variety of construction trades. The SABER contractor shall provide all materials, labor, equipment, tools, transportation and ancillary items necessary to complete each project from conception to completion. Interested contractors should have a successful history of relevant construction experience in the performance of multiple construction projects ranging in value of $2,000 to $750,000. Firm-fixed-priced task orders issued under the contemplated SABER contract may range in value from $2,000 to $750,000. The total annual estimated value of the contemplated contract is $10,000,000 per year. The proposed IDIQ contract shall be for a Base Year and four subsequent Option Years not to exceed a total of five years. Sources sought responses are requested from potential SBA certified 8(a) firms or 8(a) Joint Venture entities. Respondents shall (1) indicate all of the following small business categories that apply: 8(a) certified firm, Small Disadvantaged Business (SDB), Woman-Owned Small Business (WOSB), Historically Underutilized Business Zone (HUBZone), Service Disabled Veteran Owned Small Business (SDVOB); (2) provide an outline of the firms experience to include specific projects of relevant work completed or in progress of equivalent magnitude (include contract numbers), description of work, points of contact, phone numbers and e-mail addresses if available; (3) the professional qualifications and specific experience of key personnel identified that likely will perform work under the contemplated contract; (4) the firm's/venture's current bonding capability: and (5) any other information deemed pertinent that will aid in our assessment of the firms capabilities. Interested potential contractors shall limit their response to this sources sought notice to a maximum of 10 pages. Electronic responses shall be provided no later than December 16, 2009. This Sources Sought notice is for planning purposes only and shall not be understood as a commitment by the Government to either issue a solicitation or enter into any contract. This information is sought as part of formal market research in preparation for a possible solicitation.
