- Recovery - This notice is provided for informational purposes only. NASA Langleyintends to award a task order under Basic Ordering Agreement NNL10AA00B to The BoeingCompany for a Vehicle Level Reasoning System. This competitive action will be funded bythe American Reinvestment and Recovery Act (ARRA). The award results from a competitiveselection under the National Aeronautics and Space Administration (NASA) Headquartersreleased NASA Research Announcement (NRA) for foundational research in support of theAeronautics Research Mission Directorate (ARMD), entitled "Research Opportunities inAeronautics (ROA) 2009 under NNH09ZEA001N, Amendment 1, Project Integrated VehicleHealth Management (IVHM), Topic Vehicle-Level Reasoning System / Evaluation ofMultidisciplinary IVHM Technologies, Tools, and Techniques. The Integrated Vehicle HealthManagement Project is developing technologies for detecting, diagnosing, predicting, andmitigating adverse events during the flight of an aircraft, regardless of thesubsystem(s) from which the adverse event arises. To support this capability it isessential that a multidisciplinary Vehicle-Level Reasoning System (VLRS) be establishedfor integrating large heterogeneous (i.e., continuous and discrete signal) synchronousand asynchronous data streams from multiple subsystems in order to detect a potentialadverse event, diagnose its cause, predict the effect of that event on the remaininguseful life of the vehicle, and then take appropriate steps to mitigate the event asappropriate. The referenced solicitation is a broad agency announcement as specified inFAR 35.016 and NFS 1835.016.
