- The Social Security Administration (SSA) intends to issue a solicitation to procure the services of a contractor to provide alternative means by which printed notices can be provided to the public. Currently, visually impaired claimants can receive notices from SSA in three ways: via regular first-class mail, certified mail, or first-class mail with a follow up call from SSA to read the document to the claimant. SSA will offer the choice of a Braille format for its notices or a data CD with Microsoft Word 2003 and PDF files, in addition to the three formats currently offered. The contractor will be required to convert notices to Braille and/or Microsoft Word on a Data CD and mail those notices to recipients within 5 business days (excluding government holidays) of receipt of the notice (files) from SSA. SSA anticipates the notices (files) will be provided daily, Monday through Friday, year round. BACKGROUND INFORMATION: SSA creates and distributes custom designed paper notices for its beneficiaries, in either English or Spanish, with notice length averaging 5 pages. The majority of notices are created in IBM's Advanced Function Presentation (Mixed mode/AFPDS) format, and some notices are created in Microsoft Word or PDF. Some notices are generated as static forms, with fill-in data overlaid on a fixed template. Notices may contain information presented in tables. Approximately 50% of the notices will contain information which is presented in a tabular format. Braille notices must be converted into Grade 2 (contracted) Braille, or Spanish Braille, and conform to the Braille Authority of North America (BANA) Standards. The converted notices on CD ROM would need to be viewable using the following software applications: • Microsoft Word 2003 for Windows • Microsoft Word 2007 for Windows • Microsoft Word Viewer 2003 for Windows • Sun Open Office 3 (running on Mac OS v10.4 X (Tiger) and v10.5 X (Snow Leopard) The contractor will ensure that the Data CD ROM can be read by a computer running one of the following operating systems: • Microsoft Word 2003 for Windows • Microsoft Word 2007 for Windows • Microsoft Word Viewer 2003 for Windows • Sun Open Office 3 (running on Mac OS v10.4 X (Tiger) and v10.5 X (Snow Leopard) SSA anticipates that notices will be sent to the contractor via a dedicated T-1 circuit data connection at the contractor's location and SSA's network interface location, or the connectivity method will be through the Internet using an encrypted VPN tunnel. SSA anticipates the award of one Requirements-type contract with provisions for the issuance of fixed-price task/delivery orders. The anticipated performance period is a 12-month base year with four 12-month option periods. This acquisition will be conducted in accordance with Federal Acquisition Regulations (FAR) Part 12, Acquisition of Commercial Items, and Part 15, Contracting by Negotiation. Prospective contractors must be registered in the Central Contractor Registration (CCR) database prior to award of any contract. This is an unrestricted requirement; proposals from all responsible sources will be considered by SSA. The estimated date for issuance of the Request for Proposal (RFP) is on or about December 4, 2009, with proposal responses due 30 calendar days thereafter. The RFP and any subsequent amendments will be available for download from this governmentwide point of entry website (www.fedbizopps.com). Hardcopies of the RFP will not be provided.
