- This is a sources sought notice to determine the availability of potential small businesses (e.g., 8(a), service-disabled veteran owned small business, HUBZone small business, small disadvantaged business, veteran-owned small business, and women-owned small business) and or large businesses capable of assisting in the following Medicaid and CHIP research. Background: Medicaid was enacted in 1965 as Title XIX of the Social Security Act. Medicaid is a State administered, Federal and State funded entitlement program which provides health care to the most vulnerable population in the US. Medicaid provides Medical assistance to almost 60 million individuals with payments in excess of $300 billion a year. The Balanced Budget Act of 1997 (BBA) established the State Children's Health Insurance Program under Title XXI of the Social Security Act. CHIP permits States to extend health coverage to uninsured children, and later some adults, through either a separate CHIP program, a Medicaid expansion, or a combination of both programs as of October 1, 1997. Like Medicaid, CHIP is State administered with Federal matching funds. Unlike Medicaid, which is a full entitlement program, CHIP dollars are capped. During FY 2008, 7.4 million children and 300,000 adults were served by CHIP. The Children's Health Insurance Program Reauthorization Act of 2009 (CHIPRA) was signed on Februrary 4, 2009, to extend the coverage that was due to expire and to expand coverage to millions of children who are eligible for Medicaid or CHIP coverage but are not enrolled. Unlike Medicaid, which is a full entitlement program, CHIP dollars are capped. Current Programs: The American Recovery and Reinvestment Act (ARRA) and CHIPRA of 2009 both include requirements upon which new federal policies will be based. Funding has been allotted to improve the services provided in the Medicaid and CHIP programs. State evaluations, statistical and policy analyses will be necessary resources for Federal Medicaid and CHIP policy makers to assist them in administering these programs and also for strategic planning purposes and to be accountable to the White House, Congress and other stakeholders. It will be critical for contractors to have knowledge of Medicaid and CHIP laws, regulations, and policies and an understanding of how States and the federal government relate to one another in the Medicaid and CHIP context. The Contractor should be versed in existing evaluations, State guidance materials including State Medicaid Director (SMD) and State Health Officer (SHO) letters, regulations and other policy related documents. CMS is seeking expertise in the following areas: 1. Individual State Medicaid/CHIP programs and policies 2. The Medicaid Management Information System and the Medicaid Statistical Information System 3. Medicaid and CHIP providers 4. Medicaid and CHIP waiver history and the review and approval process 5. Managed care within the Medicaid and CHIP programs 6. Quality and performance measurement techniques 7. Care coordination strategies for dual eligibles and other chronically ill populations Contractors must have experience with Medicaid and CHIP programs. Contractors must document their experience and/or expertise in the following categories: 1. Ability to survey State Medicaid and CHIP staff regarding State practices 2. Ability to identify, develop and recommend best practices that can be highlighted 3. Ability to understand CMS data and to analyze the statistical and program data 4. Ability to understand and analyze State policies and data 5. Ability to perform in depth policy analyses in a variety of areas, e.g., pharmacy, eligibility, claims, benefits 6. Ability to understand healthcare quality issues and payment reform 7. Ability to understand challenges, obstacles and issues related to meeting health information technology goals Staffing - The Contractor must have available staff with expertise in the following fields: • Managing (or in depth understanding of the management of) a State Medicaid or CHIP program. • Legislative and policy expertise and experience determining policy implications for the Medicaid and/or CHIP programs. • The collection and analysis of State and/or Federal data to evaluate complex policy issues. • Experience supplying technical assistance to States or other large organizations that are involved in financing health care programs. • Understanding the opportunities and implications of HIT, as well as the issues and the barriers. • Existing professional relationships with State Medicaid and/or CHIP staff are preferable.
