Description
On or about 16 December 2009, this office will issue Request for Proposals for design and construction of the TCRA GROUNDWATER TREATMENT PLANT, CITY OF CHEYENNE, LARAMIE COUNTY, WYOMING. The solicitation will close on or about 17 February 2010. This solicitation will be restricted to Small Business participation. Currently a site visit date has not been scheduled for this project. Should it be determined that a site visit is necessary, the information will be added by an amendment to the solicitation. DO NOT submit requests for plans and specifications. See Obtaining Solicitation Documents below. Design-Build project for design, construction and start-up operations of a groundwater treatment system (Low Profile Sieve Air Stripping System) for removal of TCE including all associated controls, support structures and utilities. The treatment system equipment is to be sized to handle the maximum existing flow of 2,210 gallon per minute (gpm), with the capability to treat within the entire operating range of a single well capacity 350 gpm to 2,210 gpm (full wellfield capacity). The treatment system equipment will require provisions (capabilities) for future additional treatment units in modular capacity to meet Cheyenne Board of Public Utilities (CBOPU)'s development schedule for expanded groundwater flow of 8.64 MGD (6,000 gpm) in addition to the current flow of 3.18 MGD (2,210 gpm). The system is to be designed to remove an expected blended TCE level of 100 ppb from the four municipal wells. The treatment technology to be used for the design is a Low Profile Sieve Air Stripping System. The treated groundwater will require pumping to the existing 24-inch transmission line which is combined with other well fields and piped to the King II Water Storage Reservoir for distribution to the City of Cheyenne Water System Treatment. The estimated design and construction cost of this project is between $1,000,000 and $5,000,000. The Contractor will be required to commence work within 10 days after notice to proceed and complete the work 365 calendar days after receipt of Notice to Proceed. Provisions will be included for liquidated damages in case of failure to complete the work in the time allowed. Performance and payment bonds will be required. Bonding documents including the power of attorney shall bear an original signature by an officer of the surety.
