- The Defense Supply Center Philadelphia (DSCP) intends to issue a formal Request for Proposal (RFP) for the acquisition of one NSN (National Stock Number) 6230-01-503-8719, Flashlight, under solicitation number SPM8E8-10-R-0001. The only known manufacturer of this item is PELICAN PRODUCTS, INC. (65442), P/N 2320-000-110. The salient characteristics of this flashlight will be identified on the solicitation. Proposals received that offer an alternate product, and that are determined to be in the Competitive Range, will be evaluated for technical compliance to the salient characteristics prior to award. Technically acceptable alternate offers (in the Competitive Range) will be considered for the current award. Proposals received that offer an alternate product, and are determined to not be in the Competitive Range, will be evaluated for technical compliance on a post-award basis. Alternate offers that have been evaluated post-award and determined to be technically acceptable will be listed as a source for the supply of this NSN for future requirements. Solicitation Period: 21 calendar days, Issue Date: December 17, 2009, Opening/Closing Date: January 7, 2010. This procurement will be for a stock Indefinite Quantity Contract (IQC), which will be awarded in accordance with the policies and procedures outlined in FAR Part 13.5 (Test Program for Certain Commercial Items). This acquisition is subject to the requirements of the Trade Agreement Act of 1979. All offers shall be in the English language and in U.S. dollars. The IQC will consist of a two-year base and three possible one-year options. Acceptance of the option provision is mandatory. Failure by the offeror to accept the option provisions contained in the solicitation will constitute a deficiency in the proposal and may result in the elimination of the proposal for award consideration. The annual estimated demand quantity is 8,827 EA. All delivery orders will require Inspection and Acceptance at Destination, with a required delivery of 60 days after the date of issuance. Deliveries will be made to Defense Distribution Depots located in New Cumberland, PA; Tracy, CA; and Richmond, VA. Radio Frequency Identification (RFID) will be required. The total estimated value for the proposed five contract years is $1,425,560.50. Offers will be evaluated based on the lowest price technically acceptable offer criteria. An award is anticipated by June 2010. After solicitation opening date, copies of the solicitation will be available on the DIBBS website. Interested parties will be able to obtain and view all required information to respond to the solicitation. All proposals must include a copy of a completed solicitation with price and delivery data (for the two year base). Option year pricing will be established by adjusting the previous year’s unit price by applying an EPA Index. Please follow the directions as outlined in the solicitation. Offerors must submit their proposal to the Business Opportunities Office (BOO). The address for the BOO will be listed in the solicitation. All responsible sources may submit a proposal which shall be considered by the agency. NOTE: Copies of the solicitation package will not become available until the solicitation issue date; A Copy of this solicitation can be obtained through the DLA Internet Bulletin Board System (DIBBS).
