- RFP NO. 10181AQ156 SUBJECT: Base with 4 Option Years, Requirements Contract for Computer Aided Drafting CAD Services DESCRIPTION This project is a Requirements Contractor for Computer Aided Drafting CAD Services. The scope of the services will be primarily related to the preparation and modification of engineering drawings for the construction of facilities on National Wildlife Refuges and National Fish Hatcheries. The area of coverage is all of Region 1 and Region 8 of the U.S. Fish and Wildlife Service (HI, WA, OR, ID, CA and NV). Other Federal Agencies will not be allowed to utilize these IDIQ's. Work to be performed under the IDIQ's will be within the North American Industry Classification System (NAICS) codes as follows: 541512 Computer System Design Services. Size standard $25 Million. Description of the work will be identified in each individual task order. The total annual fee for this contract will not exceed $15,000.00 and individual task not to exceed $7,000.00. Each contract awarded will contain a basic 12-month period and four 12-month option periods. Total contract amount (including options) will be $75,000.00. The government may award as many as 2 contracts, but through evaluation may elect to only award as few as 1 contract. The government will evaluate offers and select the awardees utilizing the best value procedures described in the Federal Acquisition Regulation (FAR 13.106). In using this best value approach, the government seeks to award to those offers who give the greatest confidence they will best meet our requirements affordably. Evaluation criteria for this best value procurement will include: 1) USFWS personnel will visit the place of business for the top rated 3 firms to confirm validity of the proposal submission. 2) Specialized experience with the type of CAD services required with each discipline (i.e. civil, architectural, mechanical, electrical, mapping, etc.); 3) Compatibility of the firm's system with the existing U.S. Fish and Wildlife Service AutoCAD and Civil/Survey graphical systems, located in Portland, Oregon; 4) Past record of performance on similar work performed for the U.S. Fish and Wildlife Service, other federal, state, and/or local government agencies, and private agencies; 5) Past record of performance with respect to control of costs, quality of work, and ability to meet schedules; 6) The capacity of the firm to perform varying work (which should include but not limited to the size of the firm, number of in-house personnel listed by discipline, number of CADD workstations, etc); 7) Location of the firm as it pertains to ease and accessibility to ground and air services. For purposes of this solicitation, capability is considered essentially equal in importance to price. All successful awardees are guaranteed a minimum of $5,000 for the full performance period. The government will compete future requirements among the awardees. Offerors are encouraged to scrutinize the solicitation carefully when posted for more information. Acquisition is restricted to (Small Businesses). Solicitation is expected to be issued on or about December 2, 2009 and closing date will be approximately 30 days thereafter as cited on the solicitation package. The entire solicitation, including the specifications, will be made available only on the closing date. Potential offerors are responsible for monitoring the release of the solicitation package and other pertinent information and for downloading their own copy of the solicitation package.
