Description
THIS NOTICE CONSTITUTES AMENDMENT NO. 02 TO THE COMBINED SYNOPSIS/RFQ FORPROPULSION SUBSYSTEM LATCH VALVES. Companies shall acknowledge all amendment(s) in theirquote. This notice serves as the official amendment to subject synopsis/RFQ and a writtenamendment will not be issued.The purpose of this amendment is to to answer a question raised regarding therequirement.Question:Is there margin on the specified shock levels for the latch valves? Would GSFC be opposedto qualifying a unit to the proposed shock levels if they cannot be lowered and we cannotmeet them?Answer:There is no "margin" on the specified shock level requirement.The level is an"acceptance" level. The transducers and latch valves are located extremely close to thelaunch vehicle and GPM observatory separation plane, the largest source of shock duringthe mission. The separation shock is defined by the launch vehicle vendor and there islittle attenuation between the separation plane and the propulsion cone where thehardware is located, hence the relatively high shock requirement. If a qualification isrequired to meet the number, please specify within your proposal the level to which yourunit is already qualified and include the cost as a separate, additional cost for aqualification unit that will satisfy our requirement.The due date for receipt of offers IS NOT EXTENDED. The response date is December 04,2009.Companies shall provide the information stated in the synopsis/RFQ posted on the NASAAcquisition Internet Service (NAIS) on December 04, 2009. Documents related to thisprocurement are available over the Internet. These documents reside on a World Wide Web(WWW) server which may be accessed using a WWW browser application.
