- The Fort Benning Mission and Installation Contracting Command (MICC) Fort Benning, Ga is conducting market research for the following requirement: Firm-fixed price for chiller maintenance services for Fort Benning, GA. during the period June 2010 through May 2011, with a four (4) one year option period. Scope of work encompasses services, updates, materials, labor and parts required to maintain and repair all water-cooled chillers, cooling towers, pumps, valves, controls and cold storage equipment, condensing units, air handling units and fan coils. Contract work includes complete service, updates, material, labor, and parts required to maintain all MEDDAC facilities HVAC equipment air-cooled chillers, condensing units, heat pumps, air handling units, fan coils, pumps, valves, unit heaters, and controls on Fort Benning, Georgia. Performance Period Base Year: 1 June 2010 31 May 2011 Opt Year 1: 1 June 2011 31 May 2012 Opt Year 2: 1 June 2012 31 May 2013 Opt Year 3: 1 June 2014 31 May 2015 The appropriate NAICS code is 333415 with a size standard of 750 employees. This synopsis is not a request for proposal. The purpose of this sources sought synopsis is to gain knowledge of potential qualified sources and is a market research tool being used to determine procurement strategy. Appropriate procurement strategy will be determined after consideration of industry response to this sources sought synopsis. The government is not obligated to, and will not, pay for any information received from potential sources as a result of this synopsis. NOTE: For any acquisition set-aside for small business, Federal Acquisition Regulation (FAR) 52.219-14, Limitations on Subcontracting, will apply and will require the prime contractor to self-perform at least 50 percent of the labor with its own employees. Prime contractors cannot subcontract the entire effort. Again, this applies only to small business set-asides. Responses to this announcement must be received no later than 12:00 P.M. on Wednesday, Dec 9, 2009. A statement of interest that meets all the requirements listed above; 3. A synopsis of the contractor's capabilities including but not limited to: a) Is this service something your business typically provides? b) What is the typical pricing structure your business has experienced in providing chiller maintenance in the commercial market place? c) From date of award, what is the necessary lead time that your business will need to provide the services described above? d) Provide a Rough Order of Magnitude (ROM) cost/price estimate to provide the services described above. e) Describe the capability of your business to maintain and repair commercial chillers. repair all water-cooled chillers, cooling towers, pumps, valves, controls and cold storage equipment, condensing units, and air handling units. f) Describe your recent and relevant contracts performed within the past three years for the same or similar items required under the solicitation. Contracts may include those with Federal, State and local Government as well as private companies. Each reference must include the following information: contract dollar value; the contract period of performance; a brief description of the contract requirements. 4. Company size: small or large, HUB Zone, 8(a), SDB, Woman-owned, Service disabled veteran-owned; 5. Statement confirming the requirements of FAR 52.219-14 will be met should this acquisition be set-aside for small business (if applicable); 6.
