Description
RE: Questions and Answers on Pre-solicitation Notice W912DR-10-R-0025 Indefinite Delivery Contract for Cost Engineering and Scheduling Services in Support of the Baltimore District Real Property Services Field Office Q1. The RFP states in 1. Contract Information: One (1) Indefinite Delivery Contract for Cost Estimating, etc&. and another statement, Awards will be for Indefinite Delivery Contracts with a five-year period. Is there going to be more than one award? A1. Only one Contract will be awarded. Q2. Under 2. Project Information, is there a commercially available software in mind for creating the dynamic construction simulations or will the successful proposer be charged with developing a software solution to support the integration of cost schedule, and resource allocations? A2. Software may be commercially available. We do not have a specific software program in mind. Q3. You have the following statement in 2. Project Information: Projects may include, but are not limited to secure and non-secure data&. And then the following statement in 3(e) Quality Management Plan: This solicitation does not require individuals on the proposed team to have security clearances; only to be U.S. Citizens. When working on secure projects, will cleared individuals be required? A3. The only requirement is for U.S. Citizens, no security clearance is required for this requirement. Q4. In 3b, Professional Qualifications: Are the disciplines listed in 1-6 (e.g. Structural), Design Engineering Disciplines or Cost Engineering Disciplines or both? A4. Both Q5. The solicitation references FAR Subpart 9.5 Organizational and Consultant Conflicts of Interests. Would the following scenarios constitute a conflict of interest under FAR Subpart 9.5? I. At the request of USACE Baltimore, a contract holder convenes a VE team of architects and engineers from several design firms in the area to study the Design-Build RFP for a new Medical Center. Two months later a DB RFP is issued that incorporates in part the VE study team suggestions. Would the VE team members firms be allowed to be part of teams bidding on the DB RFP? Would a proposer be ineligible for this contract because they have included in their proposal team member firms that do know a lot of your design work (either in preparation of DB RFP or as part of a responding contractors DB team)? II. If a proposer includes on their team architects and engineers from many different firms to serve as team members on tasks under this contract. And later learns that one of the firms has been involved in the programming, planning, design, cost estimation or analysis of a facility that is the subject of a Task Order under this contract. Are they in conflict of interest if they: a. use that firms personnel on the task or, b. preclude that firms personnel from working on that task (though they remain a part of the overall consultant team)? III. If a firm has been involved in cost estimating, life cycle costing and scheduling services during the master planning of projects at a base in the Baltimore area, would they be unable to perform tasks at later phases in the projects based on that prior involvement either directly serving the USACE or as a sub consultant to an A/E firm? Would this then make them ineligible for this contract because of prior involvement on one or more installations projects this contract is intended to support? A5. All potential conflict of Interest issues or concerns will be addressed as necessary with specific situations. Hypothetical situations cannot be adequately addressed to give definitive answers. Q6. Is this opportunity an ongoing requirement? If so, would it be possible for you to provide me with the name of the vendor who is currently providing these AE services? A6. This is a new requirement. Q7. In addition, I understand the requiring office is the Baltimore District Real Property Services Field Office (RSFO). Would it be possible for you to provide me with the name of the Program Officer on this project? A7. This solicitation may be utilized for any or all of our programs, so there is no one project manager. Q8. Selection Criteria: Professional Qualifications states that firms must show cost and engineering disciplines; with registration required where applicable for eleven categories. Is it your intent for firms to show both registered design architects and engineers along with cost engineers that specialize in each discipline? A8. Both Q9. Past Performance: this criteria asks for past performance of the Design team(s). Is it your intent that offering firms show past performance preparing Architectural/Engineering design work? Or, can you clarify what is meant by Past Performance of the design team(s). A9. Demonstrate past performance in relation to schedule and cost estimating. If sub-consultants are used please include past performance where the sub-consultants were part of the team.
