Description
The U.S. Army Joint Munitions & Lethality Contracting Center, Picatinny Arsenal, NJ 07806-5000, intends to solicit, negotiate, and award a firm fixed price contract under the authority of FAR 6.302-1 (a)(2)(ii)(B), Only one responsible source and no othersupplies or services will satisfy agency requirements, to Evident Technologies, 45 Ferry Street, Troy, NY, 12180, to conduct proof of principle that quantum dot technology can be effectively applied to Infrared (IR) paints, providing the warfighter with convenience of day and night solutions for visual detection. The goal is to develop the NightMarker(TM) nighttime covert marking materials to increase operational life beyond two (2) months (to and objective 6 months life) and to provide water resistance such that the solution will not wash away or degrade in terms of fluorescence intensity/range of detection (50m minimum) after heavy rain. It is desired to achieve this goal without compromising the spectral integrity of the materials to ensure optimal opeartional effectiveness. Additionally, it is preferred that the solution be comprised of both day and nighttime detection capabilities and be applied in a simple effective manner. To achieve this, NightMarker(TM) will work to combine both day and night solutions developed, again without jeopardizing the operational effectiveness of the solutions as they are individually. The product and process of deployment shall be examined to improve the efficiency of deploying large quantities of the solution over large battlefield areas (square kilometers). One gallon of the improved solution shall be delivered at completion of the effort for Government evaluation. The contractor shall also provide a milestone delivery schedule to meet potential Army needs of a total of 1000 gallons of the solution delivered within a maximum of 3 months after order placement. This effort is essential to provide the warfighter with convenience of both day and night solutions for visual detection. The required research will help identify a technology solution that can be easy to apply, long lasting, environmentally stable, and provide detection from a safe stand off distance of 50+ meters.
